OVERVIEWBurke County submitted an application for federal funding to improve student safety. Burke Countywas selected and a portion of the funding is to improve safety for students using the ballfields atBurke County’s Reep Park. This will be accomplished by providing proper lighting for Reep ParkBallfield #3.The County is seeking bids from qualified vendors to provide and install lighting for Reep Park Field#3 based on the specifications listed.3. SCOPE OF WORKa) The basis of design is the Geo Sport Lighting LED Design dated 12-12-25 Revision 01 which isincluded as Attachment A. All sports lighting to have a minimum of 70 Feet Mounting Heightfrom Field Grade of Play.b) Furnish and Install Sports Lighting at Reep Park Field Three. Foot-Candle levels to meet andexceed lighting standards for an average of 50 Maintained Foot-Candles Infield and 30 Foot-Candles Outfield for 225 Feet Radius. Please note the remaining area from 225’ to the fence tobe the light spill foot-candles.c) Bidder to verify all pole location grade elevations to make sure pole mounting heights matchthe final grade of the fields.d) Locate any underground lines before digging. Owner will provide location of irrigation lines (ifapplicable); however, repair of any underground utilities damaged during construction shall beresponsibility of the bidder.e) Any fencing damages or removal to be replaced by the bidder.f) Any damage to the existing site during construction must be repaired back to its original state.g) Sports Lighting Poles are to be Direct Burial Steel poles backfilled with concrete. All poles mustinclude pole climbing steps, pole safety cable, and pole catwalk/maintenance platforms.Crossarms will not be accepted for this project. All potential bidders must comply withproviding steel poles that are equipped with pole steps, safety cables, and maintenanceplatforms.h) Supply all new conductors to the poles and to be copper wire installed in PVC Conduit.i) Provide and install new service panel and control cabinet. The baseball field to be controlled bya key on/off switch.j) All trenches are to be filled and tamped thoroughly. Bidder will be responsible to seed andstraw the tamped ditches. No trenches are allowed across the playing surface of Field Three. Allopen trenches and hole boring shall be guarded/barricaded off by the bidder duringconstruction. LIGHTING PERFORMANCEThe purpose of these specifications is to define the performance and design standards for thelighting of this project. The manufacturer shall supply lighting equipment and computer-generatedpoint by point analysis that meets or exceeds the following:a) PERFORMANCE CRITERIATarget (or Maintained) Light levels are based on per IESNA RP-6-01 and NCHSAA.Area of Lighting Average Entire FieldInfield50 foot-candlesOutfield30 foot-candleb) PERFORMANCE CRITERIA – LIGHT UNIFORMITYTo ensure the optimal playability and visual appearance of the field, all lighting designs shallmeet the following:Maximum to Minimum Uniformity Ratio - The uniformity of the playing field shall bemeasured by comparing the maximum reading to the minimum reading. This ratio shallnot exceed the following:Area of Lighting Maximum to Minimum Uniformity RatioInfield2.0 to 1.0Outfield2.5 to 1.0c) POINT BY POINT ANALYSISComputer Models - Test StationsSubmitted computer models depicting the measurements of light shall be generated on a gridof specified number of points covering a stated area on an equally spaced grid. See the chartbelow for the exact specifications of points, areas and grid spacing for each field:Area of Lighting Target PointsSize of AreaGrid SpacingInfield Baseball20’ X 20’Infield20’ X 20’Outfield Baseball 20’ X 20”Outfield20’ X 20’Meter Orientation:Horizontal foot-candles - models shall represent readings taken with the meter test cellpositioned horizontal 36 inches above grade.d) INSPECTION AND VERIFICATIONTesting of the facility shall be done based on the test points as described in section C above.5.
