Project Bid Received By & Opening Information: NOTICE IS HEREBY GIVEN that electronic proposals will be received online only , until 2:00 P.M., on Thursday, April 23rd, 2024, through the City of Burnsville’s online electronic bid system (QuestCDN). At that time, representatives of the City of Burnsville will open the bids publicly and post the results.
Pre-Bid Meeting Info: There is a mandatory pre-bid conference for bidders, which is scheduled for 10:00 a.m., April 14, 2026 at the Burnsville Water Treatment Plant at 50 River Ridge Court, Burnsville, MN, 55337. Pre-bid meeting will start at the Burnsville WTP and Bidders will drive to Wells 03, 04, 05, 06, 07, 08, and 16 for tour.

Description: Said proposals for the furnishing of all labor and materials for the construction, complete in-place, of the following work:

Rehabilitation of Wells 03, 06, and 16 generally including the following elements:

  1. Architectural repair including replacement of select doors, select louvers, roof replacement, existing skylights, locking metal roof hatches, and tuckpointing of exterior masonry.

  2. Sitework repair, including existing concrete sidewalk and pavement replacement at select wells.

  3. Building Mechanical improvements, including the demolition and replacement of existing electrical unit heaters, electrical panels, exhaust fan, gas unit heater, and other miscellaneous HVAC equipment.

  4. Electrical Repair including interior lighting replacement, exterior lighting replacement, all lighting controls, and existing control panels.

  5. Chemical Feed improvements at Well 03 and 06, including the addition of emergency use chemical storage tanks, pumps and appurtenances, and feed ports to allow for future temporary bypass of the Water Treatment Plant.

  6. Chemical Feed improvements at Well 16 for the addition of mobile emergency use chemical skid and feed ports to allow for future temporary bypass of the Water Treatment Plant.

Rehabilitation of Wells 04, 05, 07, and 08 generally including the following elements:

  1. Update and replacement of existing PLC panels.

  2. Chemical Feed improvements at Well 04, 05, and 07, including the addition of emergency use chemical storage tanks, pumps and appurtenances, and feed ports to allow for future temporary bypass of the Water Treatment Plant.

  3. Chemical Feed improvements at Well 08 for the addition of mobile emergency use chemical skid and feed ports to allow for future temporary bypass of the Water Treatment Plant.

For this project we will accept only online electronic bids through QuestCDN. Instructions for online bidding are included in the Project Specifications. For electronic bids, electronic bid bonds will also be accepted through Surety 2000 using project # 10131905. The bid bonds must be payable to the City of Burnsville in the amount of five percent (5%) of the amount of bid, to be forfeited as liquidated damages in the event that the bid is accepted and the bidder shall fail to promptly enter into a written contract and furnish the required bond.

The City of Burnsville reserves the right to reject any or all bids, to waive informalities, and to award the bid in the best interest of the City. No bids may be withdrawn for a period of sixty (60) days.

The Council will consider such bids in the Council Chambers at 5:30 p.m. Tuesday, May 5th, 2026.

Contractor and all Subcontractors will be required to conform to the employment requirements set forth in the Contract Documents.
