2026 Lead Service Line Replacement Program

Sealed bids for the Lead Service Line Replacement (LSLR) Project will be received by the Village of Oak Lawn at Village Hall, 9446 South Raymond Avenue, Oak Lawn, IL 60453, until 10:00 AM on May 16, 2026 at which time bids will be publicly opened and read at 10:30 AM.

Work includes the replacement of lead and galvanized water service lines, for locations provided in the Bid Documents, which include excavation, connections, and surface restoration, in accordance with the plans and specifications prepared by TYLin.  TYLin is the engineering firm for this project.

This project is financed in whole or in part by the Illinois Environmental Protection Agency (IEPA) through the Drinking Water State Revolving Fund under the Public Water Supply Loan Program (PWSLP), including Bipartisan Infrastructure Law funding. The work is subject to all applicable federal and state requirements, including but not limited to Davis-Bacon prevailing wages, Illinois Prevailing Wage Act, EEO requirements, DBE regulations (40 CFR Part 33), and Build America, Buy America provisions.

A mandatory pre-bid conference for the Project will be held on April 28, 2026, at 11:00 AM at the
Municipal Center located at 9446 South Raymond Avenue, Oak Lawn, IL 60453. Bids will not be
accepted from Bidders that do not attend the mandatory pre-bid conference.

Bid documents will be available beginning April 16, 2026 from the Village Clerk on Monday through Friday during normal business hours and electronic download here . A bid bond or certified check in the amount of 10 percent (10%) of the bid is required.

The Village of Oak Lawn reserves the right to reject any or all bids and to waive informalities.  Review entire bid for full details.
