RFP: Joseph A. Floreano Rochester Riverside Convention Center Modernization Project
Project overview
The Joseph A. Floreano Rochester Riverside Convention Center (JAFRRCC), located in downtown Rochester, New York, along the Genesee River, has a rich history tied to the development of the City as a regional hub for events and conventions. The JAFRRCC opened in 1985 at a cost of $40 million funded by New York State, to accommodate local, regional, and national conventions, trade shows, banquets, and community events.
The JAFRRCC plays a crucial role in supporting the local economy by providing economic impacts through visitor spending, job creation, increased sales tax revenue, and enhancing local business activity. While its primary role is to bring visitors to the region, it is also a community asset, promoting civic pride and contributing to Rochester’s reputation as a vibrant meeting destination.
Over its history, the facility has undergone successful capital investments. However, competitive peers across the country continue to modernize. The JAFRRCC now seeks to build on nearly 40 years of success with an ambitious modernization program to remain competitive and act as a catalyst in Rochester’s continued revitalization.
RFP timeline
It is anticipated that the design will commence in June 2026; based on this projection, a draft schedule (subject to change) is as follows:
RFP Issue: December 9, 2025 at 4 p.m.
Pre-Proposal Site Walk Thru (#1) : January 7, 2026 at 10 a.m.
Pre-Proposal Site Walk Thru (#2) : January 8, 2026 at 10 a.m.
Questions due: January 14, 2026
Issue Response to questions issue: January 22, 2026
Proposals due: January 30, 2026 at 4 p.m.
Evaluation Phase Early: Mid-February
Shortlist Interviews (if needed): Mid-late February
Selection and City Council Processes: March - May 2026
Execution of Agreement with Consultant: June 2026
