Bid Title: 2026–2027 ReLeaf Private & Public Tree Removal, Stump Grinding & Tree Replanting Program
Category: Request For Proposal Status: Open Description: The City of Monticello is soliciting sealed bids from qualified contractors for the removal of up to 234 private ash trees and up to 189 public boulevard ash trees, stump grinding, and 1:1 replanting under the 2026–2027 MNDNR ReLeaf Program. The selected contractor will also remain available through July 28, 2029, to perform additional removals, stump grinding, planting, and emergency response services at City-approved unit prices.

• Minnesota Tree Care Registry license
• ISA Certified Arborist
• Municipal/grant experience
• Ability to manage 15" DBH removals
• Digital work order capability
• Required insurance
• Acknowledgment of bonding and grant conditions
• Neither the contractor or subcontractors are suspended or debarred by the State of Minnesota or the federal government
• Provide three (3) professional references
Special Requirements: Proposers must include:
• The same unit prices offered to the City
• Any additional resident specific service fees (if applicable)
• Contact information for resident scheduling
• Confirmation that pricing is valid through July 28, 2029Proposers may include:
• A proposed annual adjustment formula (e.g., CPI based)
• A maximum annual increase cap (e.g., 3%)
Any adjustment must be approved by the City Council.
