A 5% bid bond or cashier’s check must be submitted with all bids. Failure to furnish cashier’s check or bid bond will cause bid to be rejected.

Eastern Time, Thursday, April 30th, 2026 and publicly open immediatelythereafter at 10:00 A.M. Eastern Time in the Phenix City Council Chambers at CityHall, 1111 Broad Street, Phenix City, Alabama. Copies of the bid form can be obtainedby requesting bid number U2026-01 at the Phenix City Utilities Department, 1119 BroadStreet, 1st Floor, Phenix City, Alabama. General Terms and Conditions1. Except as otherwise provided in this contract, the City of Phenix City shall orderfrom the Contractor all Copper Sulfate required to be purchased by the City ofPhenix City during the contract period. The vendor will be responsible to get abusiness license with the city.2. It is estimated that 75000 lbs. of Copper Sulfate will be required in the operationof the Water Filtration Plant during the period October 1, 2025 – September 30,2026. Exact quantities cannot now be determined, but estimates are given.Quantities listed may be increased or decreased to meet the requirements of theCity of Phenix City during the contract period. A minimum is not guaranteed.3. A purchase order for the period of October 1, 2025 – September 30, 2026inclusive will be awarded as a result of this invitation for bid. Prices quoted shallremain firm for the entire term of the contract.4. Deliveries are to be made to the City of Phenix City Water Filtration Plant within5 days following request for each delivery. Deliveries will be accepted onlybetween the hours of 8:00 am through 2:00 pm Eastern Time, Monday throughFriday and not in holidays.5. The City of Phenix City reserves the right to purchase Copper Sulfate fromanother source if successful bidder is unable to deliver within the specifieddelivery time.6. The Copper Sulfate must be bid in lbs. dry weight, bids based on Gallons will notbe accepted.7. The Contract may be canceled by either party with 30 days written notice forfailure to comply with the provisions of this contract.8. Bids will be considered only from manufacturers or their authorized distributors.The authorized distributors must regularly maintain a substantial stock of thechemical bid upon and must be actively engaged in the sale of Copper Sulfate.Such stock and facilities may be examined by a representative of the City ofPhenix City at any time either before award is made or during the life of thecontract.9. The City of Phenix City reserves the right to reject any and all bids or portions ofbids, waive formalities and to make such award of contract as may be deemed tobe the best advantage of the City. No bids may be withdrawn within ninety (90)days after date of opening.10. Any required deposits, or other special fees shall be noted on the proposal.11. The contractor will provide documentation on its driver training programdeveloped to ensure they fully understand the safety and health hazards ofhazardous substances they are delivering and the handling equipment theyoperate in order to protect themselves, the City’s staff, citizens living near thefacility, and the environment.12. Material Safety Data Sheets: The supplier shall furnish Material Safety DataSheets for the specified Copper Sulfate immediately upon the first delivery. TheMSDS shall be updated as required by law or if warranted by any manufactureror product change.13. Certificate of Analysis: The supplier shall furnish Certificate of Analysis for thespecified Copper Sulfate immediately upon arrival of each delivery. TheCertificate of Analysis must include all of the following product specifications.i. Copper Sulfate; %ii. Specific Gravityiii. Physical Appearance, containing no foreign bodiesB. Specifications for Copper Sulfate1. Copper Sulfate Bid must be directly comparable with TMB® 471. Any alternativebid will not be considered2. Laboratory Testing: All bidders shall arrange for on-site testing of their productsfor the purpose of determining which products they intend to bid on. Testingshall be limited to jar testing only. Contact Barrett Crain at 334-291-4757. TheWFP will provide laboratory space for all vendors to test their Copper Sulfateprior to proposal due date. It will be the responsibility of the vendors todetermine the best Copper Sulfate they have available for algae reduction.3. Bid must be in compliance with ANSI/AWWA B602-17, Standard for CopperSulfate.Page | 24. Bidder must include with the bid submitted an Affidavit stating that the CopperSulfate furnished under this contract complies with all applicable standards andrequirements of ANSI/AWWA B602-17, Standard for Copper Sulfate.5. Copper Sulfate shall contain no soluble material or organic substances, inquantities capable of producing deleterious or injurious effects on the health ofthose consuming water that has been treated properly with stated product.6. Copper Sulfate must have the following typical values:i. Copper Sulfate,% CuSO4 25%ii. Specific Gravity: 1.17-1.19iii. Viscosity: 2.07 centipoiseiv. Minimum Shelf Life: Six (6) Months, without sediment in bulk storagetank.7. Copper Sulfate is a direct additive used in the treatment of potable water. Thismaterial should be certified as suitable for contact with, or treatment of,drinking water by accredited certification organization in accordance withANSI/NSF Standards Institute.8. Deliveries: As needed with five (5) days’ notice to the Phenix City WaterFiltration Plant located at 1100 32nd St., Phenix City, Alabama 36867. Receivedbetween the hours of 8a.m. and 2p.m. Eastern Standard Time Monday throughFriday except on holidays.9. Bidder must provide APT test every month sent to Superintendent Barrett Crain.10. Bidder must provide 300 gallon day tank with piping to chemical skid and toinjection point for Copper Sulfate chemical.11. Bidder must provide chemical feed pump and perform maintenance on chemicalfeed pump as needed.C. Insurance Requirements1. The Supplier will be required to furnish the City with the following insurancepolicies prior to final award of contract:i. Workman's Compensation1. Statutory Limitsii.
