In general, this project will consists of putting 100% Construction Drawings together for the project improvements.
- The services requested shall be funded by CDOT pursuant to the State of Colorado Intergovernmental Agreement dated July 18, 2024 between the State of Colorado (“State”) and City/Owner (“Grant Agreement”). A copy of the Grant Agreement is attached as ATTACHMENT D . All services shall comply with applicable requirements of the Grant Agreement and shall follow the CDOT format. All designs must meet CDOT requirements.
- Due to the funding source, only the Proposals shall be evaluated. All pricing will be kept private until the evaluation of Proposal is complete. See special instructions in the CONSULTANT SCOPE OF SERVICE & PROJECT REQUIREMENTS and VENDOR QUESTIONNAIRE for the submittal of pricing.
- DBE Participation Goal. This invitation and any resulting agreement shall be subject to the Contract Goal Percentage and Commitment as set forth in the CDOT Professional Services Local Agency Civil Rights & Disadvantaged Business Enterprise (DBE) Requirements (refer to COLO. DEPT. OF TRANSPORATION (CDOT) REQUIREMENTS ). Proposals which fail to satisfy the provisions set forth in the Requirements may be deemed non-responsive. The Contract Goal Percentage established by CDOT is 0%.
Background- The West 18th Street bridge, built in 1973, spans across Wildhorse Creek. The culverts and surrounding area are in need of maintenance and repairs necessary to prolong the life of the culverts and bridge structure, to ensure the culverts are functioning as designed in the floodway, and have the intended flow capacity needed.

Colorado Department of Transportation Off-System Bridge Program (CDOT BRO)
for the following improvements to the West 18th Street bridge:
- Culvert sediment removal
- Culvert lining
- Channel grading
- Tree and shrub removal
- Aprons
- Crack-sealing
- Guardrail replacement
