INTRODUCTION1.1 Brief Overview of the ProjectThe Construction Division is soliciting proposals from qualified consultants to provideas needed supplemental resources and capabilities to complete construction projects, whenHarbor Department staff or expertise is not available.The duration of the contract awarded as a result of this RFP is expected to be fiveyears from the date of execution of the agreement.1.2 The Port of Los AngelesThe Port of Los Angeles is America’s Port®, the nation’s premier gateway forinternational commerce and the busiest seaport in the Western Hemisphere. Located in SanPedro Bay, 25 miles south of downtown Los Angeles, the Port encompasses 7,500 acres ofland and water along 43 miles of waterfront.The Port features both passenger and cargo terminals, including cruise, container,automobile, breakbulk, dry and liquid bulk, and warehouse facilities that manage billions ofdollars’ worth of cargo each year. One of the world’s busiest seaports and leading gatewayfor international trade in North America, the Port of Los Angeles has ranked as the numberone container port in the United States each year since 2000. In 2024, the Port handled atotal of 10.3 million container units.The Port of Los Angeles is a department of the City of Los Angeles (also known asthe Los Angeles Harbor Department) and is governed by the Los Angeles Board of HarborCommissioners (“Board”), a panel appointed by the Mayor of Los Angeles. Although the Portis a City department, it is not supported by City taxes. Operating as a landlord port with morethan 200 leaseholders, the Port instead generates its revenues from leasing and shippingservice fees. The Port’s jurisdiction is limited to the Harbor District, which includes propertyin San Pedro, Wilmington, and Terminal Island.1.3 The Construction DivisionThe Harbor Department’s Construction Division is responsible for successfullymanaging all construction contracts and construction-related consultant agreements for theHarbor Department’s Capital Development Program. Construction management-relatedresponsibilities of the Division include, but are not limited to:• Participating in design reviews and performing constructability/bid-ability reviews onall projects, and value engineering reviews on select projects;• Managing advertising contracts for bids, receipt of bids, and award of contracts;• Reviewing and processing all Requests For Information (RFIs) and shop drawings;5
