Project Introduction1.1 Project ObjectiveProject Name: Erie County Public Safety Trunked Network ProjectPublic safety and public service agencies of the County of Erie, New York are pursuing upgrades to theirpublic safety communications systems and solutions and are seeking qualified and experienced vendorsto design, build, implement, test and commission into service a countywide radio system with a publicsafety-grade backhaul network. The collective agencies will be represented by Erie County Departmentof Homeland Security, hereafter referred to as the “County”. The resulting system, hereafter referred toas the Erie County Trunked Radio Network (“ECTRN”) will be defined per the specifications detailed in thisRFP.It is the county’s objective that the resulting system is to be capable of supporting the communicationsneeds of all public safety agencies within the County (cities, towns, villages). While some public safetyagencies within the County may continue to operate on their own, it is anticipated that many of theselocal agencies will transition to the new system. When doing so, these non-county agencies will fund theirunique requirements for user equipment and infrastructure and integrate their respective enhancementsinto the County’s system. The ultimate contractfor this solicitation will then enable these separate entitiesto leverage the terms of the County’s contract. The first phase of the project will be to build out multiplesimulcast cells that support the County operations, and the City of Buffalo. Upon completion of thatphase, additional local agencies will transition to the network when practical.The ECTRN will be a UHF (420 – 470 MHz) Band Project 25 Phase 2 trunked network with geographicallyredundant network core elements. In anticipation of this new system, the County is soliciting bids forP25 Phase 2 compliant subscriber radios for the County and localities who may use the County network.The County’s goal is to provide agencies with a variety of options that meet their needs, and at the sametime provide a consistent and reliable performance on the forthcoming Motorola Project 25 Phase 2,simulcast network.The County reserves the right to make multiple or partial awards to one or multiple vendors if such awardsare in the best interest of the County. Please note that this Request for Proposals does not constitute anoffer, but rather a request for offers from Proposers2.
