CITY OF ALBANY, OREGONREQUEST FOR PROPOSALS (RFP)WWTP-26-02, AM-WRF Disinfection Study RFPProposals Due by 2:00 p.m. (Pacific Time), Wednesday, December 17, 2025Notice is hereby given that the City of Albany (“City”) is requesting proposals from qualified firmsthat can demonstrate competency and experience in providing engineering design services forimproving the disinfection system at the City’s wastewater treatment plant. The objective ofrequesting proposals is for the City to sign a contract with a firm that can offer services of the highestquality and best value to the City.An Optional Preproposal Site Visit will be held, at Albany-Millersburg Water Reclamation Facility(AM-WRF), 405 NE Davidson Street, Albany, Oregon, on Wednesday, November 19, 2025, from10:00 a.m. to 11:00 a.m., or longer if needed. The meeting provides an opportunity to askquestions, review the solicitation and requirements, and participate in a walk-through of the sitelocation.Solicitation documents may be downloaded from the City of Albany website athttps://albanyoregon.gov/bids, or examined at Albany City Hall, Finance Department, 333 BroadalbinStreet SW, Albany, OR 97321, Monday through Friday, 8:00 a.m. to 5:00 p.m. There is a $35 chargeto receive a printed copy of the documents.It is imperative that those who download the solicitation documents check the website regularlyfor addenda, clarifications, and other notifications that may be pertinent. Proposers are solelyresponsible for checking the website to determine if addenda or clarifications have been issued.For questions regarding the solicitation, contact Diane Murzynski, CPPO, Contracts andProcurement Officer, at contracts@albanyoregon.gov.Time is of the essence to acquire a qualified consultant to provide the required engineering anddesign services within the prescribed timeline. Proposal responses shall be submitted electronicallyto Diane Murzynski, in the Finance Department, at procurement@albanyoregon.gov, and must bereceived not later than 2:00 p.m., (Pacific Time), Wednesday, December 17, 2025, or anyextension of the time made by addendum. Submittals will be considered time-stamped andreceived by the City when received in the procurement email inbox. The email subject line shouldinclude the project name “RFP-251119, WWTP-26-02, AM-WRF Disinfection Study”. Proposalsreceived after the closing date and time will not be opened or reviewed. There will be no formalopening. Proposals shall be valid for 120 days after opening unless otherwise specified.The City may reject any proposal not in compliance with all prescribed solicitation proceduresand requirements and other applicable law and may reject any or all proposals in whole or in partwhen the cancellation or rejection is in the best interest of the City, and at no cost to the City.DATED THIS 12TH DAY OF NOVEMBER 2025.Diane M.
