City of Roanoke Redevelopment and Housing Authority, hereinafter referred to as RRHA, will accept sealed bids for Project Number 260301 “Replacement of Heating and Domestic Hot Water Systems for Lansdowne Park, AMP 201, Phase 4”. Bids will be received until 5:00 P.M. local prevailing time, Tuesday, April 14, 2026, with all bids publicly opened and read aloud at 2:00 P.M., local prevailing time, Wednesday, April 15, 2026, ­at the RRHA Board Room located at RRHA Central Administration Building, 2624 Salem Turnpike, NW, Roanoke, Virginia 24017.

It is the Bidder’s responsibility to determine prior to the time for receipt of Bids the number and scope of all Addenda that have been issued for the project and confirm that the Bid he or she submits includes all changes included in the Addenda.

It is RRHA’s intent to issue all Addenda no less than four (4) calendar days prior to the date for receipt of bids. A notice will be placed on RRHA’s website when Addenda have been issued. Addenda that are issued will be distributed to all the planrooms and firms where bid documents can be obtained.

A non-mandatory Pre-bid Conference for all Prime Contractors will be held at RRHA Central Administration Building Board Room at, 2624 Salem Turnpike, NW, Roanoke, VA, 24017, on Tuesday, March 31, 2026, at 1:30 P. M., local prevailing time.

Comments on specifications or other provisions in this Invitation to Bid must be submitted in writing to Joel Shank or email jshank@rkehousing.org at RRHA’s Operations Division located at RRHA Central Administration Building, 2624 Salem Turnpike, NW, Roanoke, VA 24017, before Tuesday, April 7, 2026 at 1:00 P.M., local prevailing time.

Construction Contractors are required under Title 54.1, Chapter 11, Code of Virginia (1950), as amended, to be licensed as a “Class A Contractor” before submitting a bid of one hundred twenty thousand ($120,000) dollars or more; or to be licensed as a “Class B Contractor” be­fore submitting a bid of seventy-five hundred ($7,500) dollars or more but less than one hundred twenty thousand ($120,000) dollars. Each Construction Contractor will be required to give its State Registration Number on its proposal.

All bidders, organized or authorized, stock or non-stock corporation, limited liability company, business trust, or limited partnership to transact business in the Commonwealth of Virginia shall be required to include in its bid a State Corporation Commission (SCC) Identification Number for all contracts in excess of $50,000.  Any bidder that is not required to be authorized to transact business in the Commonwealth as a foreign business entity under Title 13.1 or Title 50 or as otherwise required by law shall include in its bid a statement describing why the bidder is not required to be so authorized.  RRHA shall not award a contract to any bidder unless a waiver of this requirement and the administrative policies and procedures has been granted by RRHA’s Executive Director. (Sole Proprietorship’s have no filing requirements with the SCC so they cannot obtain a number from the SCC and are exempt from this ruling).

All bids in excess of $100,000 must be accompanied by a Bid Bond, (Part E – Solicitation Document B), or an acceptable Bid Guarantee.

The selected Bidder will be required to furnish a Performance Bond (Part F – Contract and Bond Forms) pay­able to the “City of Roanoke Redevelopment and Housing Authority” for the full amount of the Contract for a contract in excess of  $100,000, the cost of the bond to be included in the base bid.  The selected Bidder will also be required to furnish a Labor and Material Payment Bond (Part F – Contract and Bond Forms), which shall guarantee the completion of the Contract labor, and materials.  Said Performance and Labor and Material Payment Bond to be in such form and with such sureties as RRHA may approve.

While RRHA must promote full and open competition among prospective bidders, small business enterprises, Section 3 businesses, Minority, Service-Disabled Veteran, and Women-Owned business enterprises are encouraged to submit Bids as well as all other enterprises.  Section 3 businesses (only) are also eligible for certain preferences (Part D – Section 3 Information and Forms).
