A selection committee will comprehensively rankfirms based on, but not limited to, proposals, qualifications, references, and other relevantinformation.The Consultant must be familiar with the Highway Safety Improvement Program (HSIP),and Carbon Reduction Program Local (CRPL) funded projects, Caltrans Local AssistancePrograms Guidelines (LAPG) and Local Assistance Procedures Manual (LAPM).Likewise, the Consultant and Consultant staff must demonstrate recent designexperience on similar projects. The consultant shall also provide assistance during theconstruction phase of the project.2.0 BACKGROUNDThe City recently secured HSIP funds for the design and construction of multipleintersection safety improvements at three intersections: March Lane at Fred Russo Drive,March Lane and Precissi Lane, and Hammer Lane and Montauban Avenue. This HSIPproject was identified as a high-priority project through the City's recently completedSystemic Safety Analysis Report and Local Road Safety Plan (SSAR/LRSP) analysis andfindings. This SSAR/LRSP report is a data-driven evaluation of traffic safety improvementneeds and sets forth a vision and goals specific to roadway safety performance.The Hammer Lane/Montauban Avenue intersection had 26 broadside collisions, possiblydue to ‘large box’ commercial uses (e.g., Costco and Honda, Acura, and Toyotadealerships). Congestion is often high along Montauban Avenue and protected left turnsignals and improved visibility crosswalks are needed to eliminate collisions. In addition,parents and children of Clairmont Elementary School utilize Montauban Avenue as oneof their main commuting thoroughfares.March Lane/Precissi Lane recorded two fatalities involving a bicyclist and a pedestrian,with seven collisions involving pedestrians and/or bicyclists at or near the intersectionwithin the last five years. University of the Pacific’s Monagan Hall and Delta College areon opposite sides of March Lane. Many pedestrians and bicyclists use Precissi Lane asthe main thoroughfare connecting the two campuses.March Lane/Fred Russo Drive recorded nine broadside collisions involving left-turnmovements. In addition, two pedestrians and three bicyclists were injured in collisionswith motorists at the intersection. Though this intersection's surrounding land-use isresidential, there are two elementary schools, a high school, and two public parks nearand Fred Russo Drive is the main thoroughfare to March Lane. Congestion is often highat this intersection, and many children walk or bike along Fred Russo Drive to school orparks.Request for ProposalsSystemic Intersection Safety ImprovementsProject No. WT25052 / HSIPL-5008(226)Page 2 of 143.0 PROJECT DESCRIPTIONThe proposed project involves installing protected left-turn signal heads, larger signallens, retro-reflective back-plates, high reflectivity lane and crosswalk markings, trafficvideo detection system, and Accessible Pedestrian Signals & near side signal heads atselect locations. (See Attachment A – Vicinity Map).4.0 SCOPE OF WORKEach consultant shall prepare a detailed scope of services for the design of this projectbased, in part and at a minimum, on information presented in this Request for Proposal,and other available information. The consultant shall provide a cost proposal, whichaccomplishes the objectives of the project.The consultant shall incorporate in their design the installation of the protected left-turnsignal heads, larger signal lens, retro-reflective back-plates, high reflectivity lane andcrosswalk markings, traffic video detection system, and Accessible Pedestrian Signals &near side signal heads.These intersection improvements propose to address intersection, pedestrian andbicyclist safety concerns by installing 1) protected left-turn signals, 2) larger signal heads,3) high-visibility thermoplastic crosswalk, lane, and limit line markings, 4) AccessiblePedestrian Signals (APS) and Leading Pedestrian Interval (LPI) Programming, and 5)video detection systems for actuation.Consultants are encouraged to include items that are thought necessary for this project.4.1 Background ResearchThe consultant shall research and review existing topographic mapping, photos,right of way maps, “as-built” plans, record maps, surveys, assessor maps, localstreet improvement plans, collision reports, sight distance, approach speed, totalpedestrians and vehicle volumes, public transit routes, grade, need of advancewarning signs and flashers, and other geometrical and operational characteristicsfor the project.The Consultant shall conduct field reconnaissance of the entire project limits. TheConsultant shall work with all pertinent utilities to identify conflicts, coordinate utilityplan reviews, conduct necessary coordination meetings, and locate designedimprovements as required to facilitate any utility relocations. The consultant willneed to coordinate with the City to the maximum extent possible to route thisinformation to utility companies. Consultant must show all existing utilities that willbe impacted or cause impact by the proposed project. The consultant is responsiblefor arranging and coordinating with all utility companies, within the project sphere, toresolve any utility issues.Request for ProposalsSystemic Intersection Safety ImprovementsProject No. WT25052 / HSIPL-5008(226)Page 3 of 14The Consultant shall identify required permits, prepare all permit applications, andassist the City with negotiations relative to permit conditions, if required. Permit feeswill be paid by the City.4.2 Environmental ServicesThe project is funded with federal funds, and therefore California EnvironmentalQuality Act (CEQA) and National Environmental Policy Act (NEPA) compliance isrequired through Caltrans District 10 Office of Local Assistance. The consultant shallbe responsible for coordinating with Caltrans and Stakeholders as needed, includingcompletion of the Preliminary Environmental Study (PES). Consultant will prepareany studies that Caltrans requires in the approved PES.The consultant shall be responsible for printing, mailing, delivering, and distributingto appropriate Agencies and Stakeholders to obtain environmental clearance.4.3 Utility CoordinationThe consultant will be responsible for performing utility investigations andcoordination with utility owners throughout the project development process. TheConsultant will be present at all necessary meetings with each utility owner. Theconsultant will be responsible for, but not limited to, the following:• Prepare a project limits map and request utility information from each utility ownerwithin the area of work.• Consultant will use data provided by utility companies and perform field worksuch as potholing, ground penetrating radar, or other technology to confirm depthinformation. This field work should be performed as soon as possible so thatconflicts can be identified, and utility companies can be notified of any necessaryrelocation.• Prepare Utility Letter “A” during preliminary design phase to the affected utilityowners for City to review and approve prior to transmitting to utility owners.Information on existing utilities obtained as a result of the “A” letter will betransferred to base maps in both plan and profile view. A copy of the utility dataobtained from utility owners will be provided to the City and the originals will befiled in the project files.• Prepare Utility Letter “B” during 65% design phase to the affected utility ownersfor City to review and approve prior to transmitting to utility owners. Two sets ofhalf-sized 65% plans will be provided to each utility owner as an attachment tothe letter. The letter will request that utility owners verify any utility conflicts withproposed improvements and indicate whether any future utilities are proposed inthe area that may require accommodation through the improved area.Information on existing utilities obtained as a result of the “B” letter will be usedto determine potential utility conflicts and to resolve the conflicts identified. Two sets ofhalf-sized 100% plans will be provided to each utility owner as an attachment tothe letter. The letter will indicate to the utility owners whether any changes havebeen made to the project plans since the Utility Letter “B” and will request writtenconfirmation of utility relocations and utility relocation schedule. A copy of theutility data obtained from utility owners will be provided to the City and theoriginals will be filed in the project files.• Consultant shall meet with utility companies as needed to ensure that conflictsare identified and relocations performed if necessary.4.4 Plans, Specifications, and EstimateThe Consultant shall prepare complete PS&E documents, which include designimprovement plans, traffic control plans, electrical plans, drainage plans, technicalspecifications, and engineer’s estimate. The PS&E shall be prepared according tothe City’s standards and current CA MUTCD, as appropriate. Consultant shall usemodeling software to determine acceptable Level of Service (LOS) and geometriclayout and submit recommendations to City for concurrence. Prepare a base mapshowing existing information to facilitate the design of all the necessaryimprovements. The base map limits shall be sufficient to cover all necessaryimprovements within the project area.A. Intersection Safety Design Process – Intermediate ReviewsImprovement plans for safety additions and striping, roadway, drainage,electrical, erosion control and or water pollution prevention and miscellaneousplans shall be submitted for review to the City at 30%, 65%, 90% and 100%completion stage. The Consultant will provide one electronic (PDF format). Witheach stage, the review comments from the previous stage shall be itemized anda written response to each shall be prepared in a comment matrix. The originalred-line comments from the reviewing agency shall be returned with thesucceeding submittal.Consultant shall provide a project specification outline and project estimates atthe 65% submittal and complete project estimate and specification at 100%submittal.1. Preliminary 30% DesignAt a minimum the 30% design should include a basic geometricconfiguration of roadway striping layouts, curb alignments at round cornerimprovements, and typical cross sections.
