INVITATION TO BIDSealed proposals, addressed to:Nodaway County, MissouriActing through the Nodaway County CommissionNodaway County, MO 64468and endorsed “Proposal” for constructing Project BRO R074(065), Nodaway County, Missouri,will be received by the Nodaway County Commission until Tuesday, December 9th, 2025, at 11:00A.M. at the office of County Commission at 403 N Market, Maryville, Missouri 64468 and at thattime will be publicly opened and read.The proposed work includes:Construction of a three-span, 275 foot long Pre-stressed I Girder Bridge and associatedroadway work on 352nd Street northwest of Maryville, Missouri.Plans (half-size) and specifications may be inspected at the office of the County Clerk andcomplete instructions of bidders and proposal blanks shall be obtained from Snyder & Associates,802 Francis, St. Joseph, MO 64501 (816-364-5222) upon the receipt of Forty dollars ($40).Payment is non-refundable. Only contractors who have paid for plans and specificationsand are listed on the Snyder & Associates’ plan holders list will be eligible to bid.Special Needs: If you have special needs addressed by the Americans with Disabilities Act, pleasenotify the Nodaway County Clerk, at (660) 582-2251 or through Missouri Relay System, TDD 7-1-1, at least five (5) working days prior to the bid opening you plan to attend.The wage rates applicable to this project have been predetermined as required by the law and areset forth in the bid proposal. When Federal wage rates are applicable and included, this contract issubject to the “Work Hours Act of 1962”, (P.L. 87-581;76 Stat. 357) and implementingregulations.On all federal-aid projects, the contractor’s attention is directed to Title 23, CFR, titled BuyAmerica Requirements. Where steel or iron products are to be permanently incorporated into thecontract work, steel and iron material shall be manufactured in the USA except for “minor usage”as described in the Missouri Standard Specifications for Highway Construction-2025., Section106.9.Nodaway County hereby notifies all bidders that it will affirmatively ensure that in any contractentered into pursuant to this advertisement, businesses owned and controlled by socially andeconomically disadvantaged individuals will be afforded full opportunity to submit bids inresponse to this invitation and will not be discriminated against on the grounds of race, color,religion, creed, sex, age, ancestry, or national origin in consideration for an award.Missouri Law, 292.675 RSMO, requires the awarded Contractor and its subcontractor(s) to providea ten-hour occupational safety and health administration (OSHA) construction safety program (ora similar program approved by the Missouri Department of Labor and Industrial Relations as aqualified substitute) for their on-site employees (laborers, workmen, drivers, equipment operator,and craftsmen) who have not previously completed such a program and are directly engaged inactual construction of the improvement (or working at a nearby or adjacent facility used forconstruction of the improvement). The awarded Contractor and its subcontractor(s) shall requireall such employees to complete this ten-hour program, pursuant to 292.675 RSMO, unless theyhold documentation on their prior completion of said program. Penalties for non-complianceinclude Contractor forfeiture to the Missouri Highways and Transportation Commission in theamount of $2,500, plus $100 per Contractor and sub-contractor employee for each calendar daysuch employee is employed beyond the elapsed time period for required program completion under292.675 RSMO.The project will be awarded to the lowest, responsive, responsible bidder.All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 from the currentversion of the Missouri Standard Specifications for Highway Construction, including all revisions.The contractor questionnaire must be on file 7 days prior to bid opening.Proposals must be on forms provided in the Specifications and Contract Documents. The right isreserved to reject any or all bids.A DBE goal of 0.0% has been established for this project.NODAWAY COUNTY COMMISSIONDate: 11/10/2025
