Through this Request for Proposals (RFP), ACS is seeking a qualified vendor to provide health and fitness programming to justice-involved youth. The programs would engage housed youth detained and/or remanded at ACS' two detention facilities in rigorous physical activity as well as in health and wellness educational programming in accordance with the Center for Disease Control’s (CDC) recommendation for adolescents to engage in regular daily, mostly moderate or vigorous intensity, aerobic physical activity.
Anticipated Contract Terms- January 1, 2027, to December 31, 2029, with options to renew for two (2) additional three (3) year terms, pending availability of funds.
- Total maximum available funding: $2,056,797 for the contract term; $685,599 annually ($342,799.50 annually per facility).
- Estimated number of contracts: One (1).
- Payment structure: Annual Line-Item Program Budget.
Proposers that do not meet ALL the following requirements might be found non-responsive and will not move to evaluation:- The proposer must have at least three (3) years of demonstrable experience delivering structured physical fitness, health education, or wellness programming to youth populations.
- The proposer must have a minimum of one (1) year of experience delivering services within a juvenile justice facility, secure detention setting, correction facility, residential treatment environment, or other congregate care system.
Questions regarding this RFP must be transmitted in writing to the Agency Contact Person listed above. Questions received prior to the Pre-Proposal Conference will be answered at the conference. Substantive information/responses to questions addressed at the conference and those received subsequently will be released in an addendum to the RFP to all organizations that are prequalified to propose to this RFP through the PASSPort system, unless in the opinion of the Agency, the question is of proprietary nature.
ACS cannot guarantee a timely response to written questions regarding this RFP received less than one week prior to the proposal due date.

To respond to this RFP and all other Human/Client Services RFPs, organizations must have an account and an approved HHS Prequalification Application in PASSPort.
