STATEMENT OF WORKA. SCOPEIt is the intent of these specifications, terms, and conditions to describe requirement tofurnish and deliver, f.o.b. the District’s Central Warehouse, 1200 – 21st Street, Oakland,California, the District’s requirements for non-leaded brass water service fittings asordered during the three (3)-year period beginning approximately February 26, 2026,and ending February 25, 2029, with two options, to be exercised at the sole discretion ofthe District, to extend the contract for additional one (1)-year periods.East Bay Municipal Utility District (District) intends to award a contract to the lowestcost bidder(s) whose response meets the District’s requirements.B. BIDDER QUALIFICATIONS1. Bidder Minimum Qualificationsa. Bidder, bidder’s principal, or bidder’s staff shall have been regularlyengaged in the business of providing non-leaded brass water servicefittings for at least five (5) years.b. Bidder shall be an authorized manufacturer, dealer, or provider.c. Bidder shall possess all permits, licenses, and professional credentialsnecessary to supply product and perform services as specified under thisRFQ.C. SPECIFIC REQUIREMENTSFurnish water service lateral and meter installation fittings, including corporation stops,curb stops, ball and plug stops, meter couplings (also called coupling tail pieces), andresetters. All products shall be in new and unused condition and shall be of the mostcurrent and up to date model.Materials in Contact with Drinking Water1. All materials, equipment, or products that will be in contact with drinking water(potable water) shall be tested and certified as meeting the specifications ofNSF/ANSI 61 Standard in accordance with California Code of Regulations, Title 22,Section 64591. Examples include, but are not limited to, valves, pumps, flowmeters, protective materials (coatings, linings, liners), joining and sealingmaterials, pipes, tanks, pipe fittings, filters, cleaning chemicals, and lubricants.RFQ No. 2614Page 3NON-LEADED BRASS WATER SERVICE FITTTINGS2. All materials, equipment, or products that will be in contact with drinking water(potable water) shall be tested and certified as “lead-free” per California Healthand Safety Code Section 116875 and NSF 61 Annex G or NSF 372.3. For materials:a. Documentation which demonstrates current NSF/ANSI Standard 61certification shall be submitted by the bidder in their bid package.b. If awarded, contractor is responsible for informing the District within 5days, if and when their certification lapses or expires. Failure to inform theDistrict within the allotted time will be sufficient grounds for immediatetermination of the contract.4. MATERIALa. All metal components in contact with water shall be non-leaded, copper-base alloy, UNS No. C89520 or C89833. The term non-leaded means themaximum lead content shall be 0.25% or less.b. The product overall must meet the conditions specified in NSF-61 Annex G.Other alloys will be considered and may be approved by the District underthe following conditions:i. The alloy is specified in ASTM standards.ii. The alloy has a use history in waterworks or similar applications.iii. The alloy has the following minimum performance requirements:• Mechanical Properties: materials shall have the followingminimum mechanical properties: 25 ksi tensile strength, 14 ksiyield strength and 6% elongation in 2”.• Corrosion Resistance: materials shall not exceed 100 pmmaximum dezincification depth in the ISO 6509 test.• Stress Corrosion Cracking Resistance: materials shall pass one ofthe following – ISO 6957 at pH 9.5., ASTM B858 at pH 9.5 orASTM G37 (minimum 20 foot pounds torque and 150 hoursminimum time limit).• The alloy shall contain no more than 16% zinc.c. Components not in contact with water shall be fabricated from copperalloy UNS No. C83600 as described in ASTM B62 or B584.RFQ No. 2614Page 4NON-LEADED BRASS WATER SERVICE FITTTINGSd. All wetted materials shall be suitable for soft water (less than 50 ppm totaldissolved solids) with pH from 7.0 to 9.5 and maximum total chlorineresidual of 2.5 ppm (in chloramine form). The presence of chloramines inthe water shall not have any effect on the manufacturer’s warranty.e. Brass component parts that come in contact with potable water must havean identifying feature to signify its non-leaded brass status: “NL” =federalloy or “EB” = sebilloy or similar for other approved alloys.5. THREADSa. All male and female IPT threads shall conform to ANSI Standard B2.1 forNPT threads.b. Wherein specified AWWA/CC (Corporation Thread) tapered threads.6. STOPSa. Rotation to open shall be 90 degrees for all main cocks and straight curbcocks. Rotation shall be 180 degrees for all angle curb cocks. All cocks shallbe ball valves as specified.b. Corporation stops shall be "straight through" type with IPT or AWWAthreaded male inlet and flare nut coupling or MIPT or compression nutoutlet as specified. Inside diameter for 1-1/2" corporation stop shall belarger than 1 7/16 inches.c. Curb stops shall be straight way or angle type for copper water servicetubing as listed on the bidding form. The inlet shall be flare fitting, withtube (tip) nut or compression nut, as specified. The outlet shall be a swivelmeter coupling nut unless otherwise specified; all angle curb cocks shallhave T-head, stops and lock wings.d. Resilient seated stops shall have long life seals in the body or on the plugwhich will be field replaceable. Keys for resilient seated stops shall be easyturning Teflon coated bronze or uncoated stainless steel. Inverted keysshall have "O" ring stem seals. Seats and “O” ring seals made of rubberthat are in contact with water shall be EPDM or Viton.e. Ball valves shall be in compliance with AWWA Standard C800-05 andconform to ANSI/NSF 61-8 & ANSI/NSF 372, Blowout proof design, 300 PSIworking pressure. Body shall provide large working flat for properinstallation. Valve body shall consist of cast brass Alloy C89833, Stem astype 303 Stainless Steel with Nitrile Rubber O-ring.
