INTRODUCTION
The City of New Bern is requesting qualified professional engineering firms to submit a qualifications-
based proposal to provide engineering services for the 2025 Bond Referendum Citywide Stormwater
Improvements.
This program is funded by a recently passed Bond Referendum, totaling $6 million dollars, passed by
the voters in the City of New Bern.
BACKGROUND – OVERVIEW
The stormwater projects selected for the Bond Referendum included known areas with deficient
drainage, or deteriorated structures that were at the end of their useful life. The projects were initially
identified through previous drainage assessments and studies. Using these criteria, a total of 11 projects
covering the City of New Bern’s six wards were included in the bond package and placed on the 2025
election ballot.
Over a year was spent by City officials and personnel planning and developing these projects. As part
of the process the City hosted five public engagement meetings in various locations to inform citizens
about the bonds. Project information was shared through Board of Alderman meetings, City Manager’s
reports, City website, newsletters, social media, informational videos, brochures, and the five public
meetings.
In October 2025 the voters in the City of New Bern passed the bond referendum to fund 11 citywide
stormwater projects totaling $6 million dollars. The schedule allows seven years to issue the bonds,
with an optional three-year extension, and 20 years to pay them off. Bonds may or may not be issued at
the same time.
OBJECTIVES
Included with this RFQ are exhibits for each of the 11 stormwater projects included in the bond
referendum. These are only a planning level concept showing the location, goals, and scope of
improvements. After selection of the most qualified consultant for each project, the scope and goals
will be reviewed for any modifications during negotiations.
