City of New Bern Request forQualifications: 2025 BondReferendum Citywide StormwaterImprovementsRFQ PW SW 26-01Release Date:March 27, 2026Responses Due: 5:00 PM, April 14, 2026City of New Bern, North CarolinaContact: David Fishel, P.E.,Assistant Director of Public WorksEmail: fishel.david@newbernnc.govWebsite: https://www.newbernnc.gov/252.639.75221004 S. Glenburnie Rd.PO Box 1129New Bern, NC 285632INTRODUCTIONThe City of New Bern is requesting qualified professional engineering firms to submit a qualifications-based proposal to provide engineering services for the 2025 Bond Referendum Citywide StormwaterImprovements. This program is funded by a recently passed Bond Referendum, totaling $6 million dollars, passed bythe voters in the City of New Bern.BACKGROUND – OVERVIEWThe stormwater projects selected for the Bond Referendum included known areas with deficientdrainage, or deteriorated structures that were at the end of their useful life. The projects were initiallyidentified through previous drainage assessments and studies. Using these criteria, a total of 11 projectscovering the City of New Bern’s six wards were included in the bond package and placed on the 2025election ballot.Over a year was spent by City officials and personnel planning and developing these projects. As partof the process the City hosted five public engagement meetings in various locations to inform citizensabout the bonds. Project information was shared through Board of Alderman meetings, City Manager’sreports, City website, newsletters, social media, informational videos, brochures, and the five publicmeetings. In October 2025 the voters in the City of New Bern passed the bond referendum to fund 11 citywidestormwater projects totaling $6 million dollars. The schedule allows seven years to issue the bonds, with an optional three-year extension, and 20 years to pay them off. Bonds may or may not be issued atthe same time.OBJECTIVESIncluded with this RFQ are exhibits for each of the 11 stormwater projects included in the bondreferendum. These are only a planning level concept showing the location, goals, and scope ofimprovements. After selection of the most qualified consultant for each project, the scope and goalswill be reviewed for any modifications during negotiations. The following are the exhibits for the 11 stormwater projects included in this RFQ:345
