Description:	The Pennsylvania State Police (PSP), Bureau of Emergency and Special Operations (BESO) wishes to procure portable x-ray systems per the specifications provide.  This is a no substitute solicitation. Questions must be submitted in writing to RA-SPPSPBIDS@PA.GOV no later than April 22, 2026 at 11:00 a.m. All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us The Reciprocal Limitations Requirement Act form (GSPUR-89) and Worker Protection and Investment Act form (BOP-2201) provided must be completed by an authorized vendor representative and attached with bid submission. ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION.  All bidders are responsible for monitoring the DGS eMarketplace website to view any change notices for this IFB.  The change notices shall become incorporated as part of this bid.  In order to submit a bid response, vendors must be registered.  To register, obtain a vendor number, and to allow for submission of online bid, please visit www.pasupplierportal.state.pa.us

I-1. Statement of the Project.

The Pennsylvania State Police (PSP), Bureau of Emergency and Special Operations

(BESO) is issuing this Invitation for Bid (IFB) to procure portable x-ray systems. These

specifications and quantities are set forth in these specifications as for all related products

and services. This is a no substitute solicitation.

I-3. Manufacturer Authorization

If the Offeror submitting a response to this IFB is not the original manufacturer of the

equipment being provided, the Offeror must submit a Manufacturers Authorization Letter

which clearly states the Offeror is authorized to provide the OEM’s equipment and

services required by this IFB. The Manufacturers Authorization Letter must reference

“IFB 6100065789 – PSP BESO PORTABLE X-RAY SYSTEMS”. As part of this letter

the manufacture must also acknowledge their responsibility for any warranty issues for

the x-ray systems.

I-4. Delivery/Service Location.

The x-ray systems shall be delivered fully factory assembled and duty ready. The x-ray

systems must be delivered within 8 weeks after receipt of the purchase order. The awarded

vendor shall contact Sgt Timothy Dolena at 717-773-2885 no less than (seven) 7 business

days prior to the delivery to coordinate the delivery of the item.
