The awarded Contract, (hereinafter referred to as Contract) will be between the County and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work. This is a fully electronic solicitation – only electronic bids submitted through the County’s online bidding system will be allowed; no other form of bid submittals will be accepted. Prior to submitting a bid, Bidders are advised to carefully read the instructions below, including the model contract and any solicitation attachments and/or exhibits.
All questions or requests for interpretations must be received within this solicitation's Question & Answer section by Monday, October 6, 2025 , before 1:00 pm as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation.
BackgroundOrange County Waste & Recycling (OCWR) currently has a need establish a service contract for the maintenance, repair, and technical support of its portable and permanent odor control systems. This includes the supply, handling, and delivery of odor neutralizing chemicals used in both portable and permanent misting systems. These systems may include, but are not limited to, misting infrastructure, chemical injection systems, power delivery systems (such as solar arrays, inverters, battery storage units, and electrical panels), and related delivery components. Services may be required at any of OCWR’s active landfill sites, including Frank R. Bowerman Landfill in Irvine, Olinda Alpha Landfill in Brea, and Prima Deshecha Landfill in San Juan Capistrano.
As part of daily landfilling operations, the use of odor control systems is critical for mitigating potential odor issues associated with solid waste disposal. All systems shall be fully maintained and kept operational at all times. OCWR seeks a qualified vendor to provide as-needed technical support, maintenance services, and recommendations for the long-term upkeep and performance of the entire odor control and power delivery system.
TimelineIFB Post Date:September 18, 2025Pre-Bid Meeting (Mandatory):September 29, 2025, 9:00amWEATHER PERMITTING: A mandatory pre-proposal meeting/job walk will be held at 9:00 am on Monday, September 29, 2025, starting at Prima Deshecha Landfill - 32250 Avenida La Pata, San Juan Capistrano, CA 92675. Immediately after this tour is completed, we will reconvene at the Frank R Bowerman Landfill - 11002 Bee Canyon Access Road, Irvine, CA 92602. Please meet outside of the administration offices at each site. You must attend the pre-proposal meeting/job walks at both sites for your bid to be responsive. Details will be provided upon RSVP. If weather is a factor, those who have RSVP’d accordingly will be notified of a re-schedule.
Attendance is mandatory in order to participate in the proposal/bid process and is limited to two individuals per Contractor/Vendor. Failure to attend this pre-proposal meetings/job-walks will render your proposal non-responsive. Anyone arriving after the vans have departed to tour the service areas will be disqualified and not allowed to submit proposals. All proposers must sign-in to continue in the Invitation for Bids process. This rule will be strictly adhered to without exception or consideration of cause.
Attendees are required to wear personal protective equipment (PPE) while touring in the field. Required PPE is as follows: Work boots (at very least closed-toe shoes), hard hat, high visibility vest, sunglasses or glasses will suffice as eye protection.
