Overview

Summary

The City of Thousand Oaks (City) is seeking proposals from qualified proposers to provide annual and Class I preventive maintenance, inspection, troubleshooting, diagnostic, and repair services for six (6) Turblex blowers. The Turblex blowers are located at the City's Hill Canyon Wastewater Treatment Plant (HCTP) at 9600 Santa Rosa Road, Camarillo, CA 93012.

The successful Proposer (hereafter, Service Provider) shall be awarded a general services contract (hereafter, Service Contract) with a base three (3) year term with one (1) option to extend for a two (2) year term.

The Service Provider shall have proven, high-level experience in the maintenance and repair services of Turblex blowers, ranging from on-site inspections to routine and incidental repairs and shall furnish all labor, supervision, tools, equipment, transportation, materials, and incidental services to perform the work specified in this RFP/Q.

Background

The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected through district-based elections, with one member serving as Mayor on an annual basis.

The City's Hill Canyon Treatment Plant (HCTP) is located at 9600 Santa Rosa Road, Camarillo, CA 93012. HCTP is a modern, advanced tertiary treatment facility serving the community of Thousand Oaks. HCTP is rated to treat up to 14-million gallons of wastewater per day and operates 24-hours per day, seven (7) days per week, and must comply with a wide variety of operational and plant discharge permits. The treatment process consists of screening, grit removal, clarification, aeration with nutrient removal, secondary clarification, multi-media filtration and disinfection. The treated product consisting of high-quality effluent is beneficially reused further downstream for irrigation purposes. The positive results can be viewed along the Arroyo Conejo Creek.

In 2005, six (6) Turblex blowers were installed at HCTP. Considered a significant investment, preventive maintenance is expected to prolong the equipment’s life expectancy and maintain maximum performance efficiency.

There are two (2) buildings that house three (3) blowers each. Under normal operations, there is one (1) blower from each building running, while the other two (2) blowers are kept in standby mode. The blowers run for one week at-a-time and are alternated each Wednesday. Annual preventative maintenance and routine (wear and tear) repairs have been made to the blowers since its installation.
