Project Description: Norfolk Redevelopment and Housing Authority (NRHA) seeks proposals from Contractors with experience in major renovation projects of elderly housing facilities, for which Virginia Housing is providing a 4% LIHTC grant. RE-BID NRHA Renovations to Sykes Midrise Apartments project, a four-story building with about 70,720 square feet is scheduled for building renovations. Virginia Housing will be overseeing the construction administration of the renovation. The work will be phased and completed as described in the contract documents. No more than 26 units (one floor of units) will be released for renovation at one time. There are four major phases, starting at the top floor and working down to the first. The Contractor awarded through this process will work with NRHA and its consultants on successfully constructing the improvements shown on the Project Drawings and Contract Documents. All work is to follow the 2024 Virginia Housing Minimum Design and Construction Requirements (VHMDCR).
The scope of work includes all supervision, labor, materials, and equipment necessary to fully renovate NRHA’s Sykes Midrise Apartments as a part of NRHA’s RAD conversion effort. This will include kitchens, bathrooms, living rooms, bedrooms, common areas, windows, HVAC systems, plumbing, electrical, and roofing system etc. Davis Bacon Wage Rates, Section 3 Final Rule, and Minority/Women Owned Business Enterprises participation shall apply.
A MANDATORY pre-proposal meeting will be conducted on March 17, 2025 at 11:00 am EST in the Sykes Midrise Apartments community meeting room at 555 East Liberty Street, Norfolk, VA. All prospective offerors are required to attend in order to inspect existing building conditions, including unit layout and mechanical systems. Due to the complexity and coordination efforts necessary for the completion of this project, questions may be submitted in writing prior to the pre-proposal meeting. Please submit all questions to through the NRHA Bonfire Interactive Procurement Portal.
The RE-BID of NRHA Renovations to Sykes Midrise Apartments will be advertised on the Bonfire Interactive Portal. Visit the website URL at https://nrha.us/ then follow the link to the Bonfire Vendor Registrations page to register your company. The direct link is also provided here: https://nrha.bonfirehub.com/portal/?tab=openOpportunities. Registration is free and easy. Please be sure to select the NIGP codes associated with your type of business or organization. NRHA solicitations will be set up using NIGP codes and will be matched to vendors and contractors with the same codes. Solicitation documents will still be available for review on the eVA Procurement website (www.eva.virginia.gov) and the Builders and Contractors Exchange website. A thumb drive is also available from the NRHA Procurement Department, located at 555 East Main Street, 17th Floor, Norfolk, VA 23510 for a non-refundable fee of twelve dollars, ($12.00). The fee must be paid by company check. All proposals in response to the solicitation must be submitted through the Bonfire Portal.
