REQUEST FOR PROPOSALS (RFP)PHASE I ENGINEERING DESIGN FORCHERRY LANE CORRIDOR IMPROVEMENTSFROM LANDWEHR ROAD TO SHERMER ROADFebruary 2, 2026Introduction:The Village of Northbrook ("Village") is requesting proposals for professional engineering consultant services("Consultant Services"), for completion of Phase I Engineering and the development and IDOT approval of aProject Development Report (PDR) for the replacement of 6 inch water main and the resurfacing of CherryLane from Landwehr Road to Cedar Lane and Projects “L25”, “L26”, “P17”, “P18”, and “P19” as outlined inthe Village of Northbrook’s Master Bicycle and Pedestrian Plan (MBPP as described in Appendix A(“Project”). Respondents must be able to demonstrate expertise with all aspects of water main, and roadwayrelated engineering tasks and bicycle and pedestrian. Submittals should include the firm’s qualifications,project team, resumes, project approach, and recently completed related engineering work (high value will beplaced on experience assisting municipalities with Phase I engineering for improvements similar in scope).Background:In 2022, the Village of Northbrook was awarded $1,290,255 in Surface Transportation Program (STP) grantfunding for the resurfacing of Cherry Lane from Landwehr Road to Cedar Lane through the ChicagoMetropolitan Agency for Planning. This funding is programmed for construction to occur in 2030.Additionally, the water main on Cherry Lane from Briarwood Lane to Cedar Lane was built in 1935 and willbe replaced in conjunction to the paving project in an effort to maintain uninterrupted water service toresidents and minimize impacts to residents.The FY 2030 asphalt street resurfacing project also overlaps with the Bicycle and Pedestrian Plan’srecommendation to create conventional bike lanes extending from Landwehr Road to Shermer Road viaCherry Lane and Church Street. Conventional Bicycle Lanes use signage and striping to delineate the right-of-way assigned to bicyclists and motorists, encouraging safe and predictable movements. This project is alsoprogrammed in conjunction with water main replacement on Cherry Lane.Description of Proposed Project:The water main on Cherry Lane is programmed for replacement to coincide with bicycle accommodations andresurfacing work. The water main on Cherry Lane is 6 inch cast iron main that was installed in 1935. Thewater main is expected to be replaced with 10 inch main as part of this project.The Village of Northbrook wishes to improve bicycle accommodations in the Cherry Lane/Church Streetcorridor between Landwehr Road and Shermer Road (MBPP project L25 and L26). This project will alsoinclude review of intersection improvements at the intersections of Cherry Lane and Pfingsten Road (P17),Cherry Lane and Western Avenue (P18), and Church Street and Shermer Road (P19).The proposed limits for the project will extend over approximately 1.8 miles. To the east, the project willconnect to downtown Northbrook. Identify right of way conditions and identify any required right of way needs Perform a detailed topographic survey Obtain and/or perform traffic and pedestrian counts Review culvert conditions obtain permits if the proposed design requires culvert extensions/replacement Perform crash analyses Perform early coordination with regulatory agencies, schools, local business, or others as required Perform hydraulic or hydrologic studies to determine project impactsoObtain permits from regulatory agencies (MWRD, IDNR-OWR, USACE etc.)oReview need for compensatory storageoReview floodplain/floodway impacts Perform special waste assessment, PESA, and PSI (if required by IDOT) NEPA coordination/obtain environmental clearances Develop all required PDR attachments for the Project Perform required public involvement activities including a minimum of two public open houses Attend public meetings with stakeholders and or the Village Board Development of Grant application narratives Develop engineer’s estimate of probable construction costKey Items to include in the statement of qualifications: Provide your firm’s project approach to this project. Village staff will review theproposals/qualifications received and interview selected consultants. After interviews are completed Apreferred consultant will be selected. The Village will enter in to negotiations with the preferred consultant tofinalize the project, scope, manhours, and cost.ClarificationsVillage reserves the right to make clarifications, corrections, or changes in this RFQ at any time prior to thetime proposals are due. Consultants are advised that Section 7(1)(g) of that Act exempts thefollowing from disclosure:Trade secrets and commercial or financial information obtained from a person orbusiness where the trade secrets or commercial or financial information arefurnished under a claim that they are proprietary, privileged or confidential, andthat disclosure of the trade secrets or commercial or financial information wouldcause competitive harm to the person or business, and only insofar as the claimdirectly applies to the records requested.Consultants desiring to have portions of their proposals considered exempt are advised to mark these portionsaccordingly.Withdrawal of ProposalsNo proposal shall be withdrawn for a period of 60 days after the opening of any proposal.Rejection of ProposalsProposals that are not prepared in accordance with these Instructions to Consultants may be rejected. If notrejected, Village may request correction of any deficiency and accept the deficiently prepared proposal uponcompliance with these Instructions to Consultants.Acceptance of ProposalsProposals submitted are offers only and the decision to accept or reject is a function of quality, reliability,capability, reputation, and expertise of the Consultants.The Village reserves the right to accept the proposal that is, in its judgment, the best and most favorable to theinterests of Village and to the public based on the evaluation factors in this RFP; to reject the low priceproposal; to accept any item of any proposal; to reject any and all proposals; and to waive irregularities andinformalities in any proposal submitted or in the request for proposal process; provided, however, the waiverof any prior defect or informality shall not be considered a waiver of any future or similar defect orinformality. Experience on similar projects with references (name, title, address, phone, e-mail & fax numbers)within the last three years only;a. Be sure to provide specific examples of recent project experience in obtaining permits fromthe agencies involved in this project2. Firm Information 3 pages maximum (size, location, history, resources, etc.);3. Qualifications (resumes) of personnel assigned to work on the project (project team), organizationalchart, etc.; Resume projects shall clearly state what role the person had on the project4. Ability to meet project deadlines (availability of staff to perform services);5. Completeness of project approach (detailed scope of services/tasks, etc.);6. The Village’s prior experience working with the Consultant7. Local presence and proximity to Northbrook of key staffConsultant Services Contract:Village uses a standard Contract (with appropriate project description inserts/details) for consultant services,which the successful firm must execute. A copy of the form of Contract is included in the Appendix. Anyrequested modifications that the consultant plans to request to be made to the standard Contract mustbe noted in the consultant's Proposal. The Village will take these requests under consideration in the reviewprocess.
