SummaryThe City of Pasadena Department of Public Works, Building Systems and Fleet Management Division (BSFMD) is seeking a qualified vendor to provide onsite California Highway Patrol (CHP) Basic Inspection of Terminals (BIT) inspection services for City-owned commercial vehicles subject to CHP BIT Program requirements. The selected vendor shall provide BIT inspection services throughout Fiscal Year 2027.
BackgroundThe City of Pasadena operates a fleet of approximately 1,100 vehicles and equipment units used to support municipal operations. Certain City-owned commercial vehicles are subject to the CHP BIT Program. The BIT Program is a vehicle safety oversight program administered by CHP to ensure commercial vehicles are systematically inspected, maintained, and operated in a safe condition.
Pursuance to CHP requirements, vehicles subject to the mandatory 90-day BIT inspection cycle generally includes:
- Commercial motor vehicles (CMVs) with Gross Vehicle Weight Rating (GVWR) ≥ 26,001 lbs (pounds)
- Hazardous materials vehicles requiring placards (regardless of weight)
- Passenger vehicles designed to carry 10+ people (regardless of weight)
- Combination vehicles (tractor + trailer) that meet CMV definitions (generally ≥ 26,001 lbs GVWR)
The City's fleet includes vehicles that fall within these classifications and are therefore subject to periodic BIT inspections and associated recordkeeping requirements.
