PROJECT BACKGROUND:The Township of East Brunswick (“Township”) wishes to seek proposals for various programsand camps to be offered through the Department of Recreation and Parks for youth, teens, andadults for 2026. In order to offer Township residents as much variety as possible and toencourage residents to sign up for as many different programs throughout the year, theTownship will accept multiple contractors.Quotes must be received by the Township’s Designated Contact Person, via email, mail or handdelivery, by 11:00 a.m. prevailing time on Wednesday, December 24, 2025. SCOPE OF WORK:The Township is issuing this request for quotation via a fair and open process in accordance with N.J.S.A19:44A-20.4 et seq.The Township is issuing this request for quotation via a fair and open process in accordance withN.J.S.A 19:44A-20.4 et seq.The Township has offered a variety of programs over the years to support the community. Thefollowing are the categories and some of the programs that have been offered in previous years.Sports Programs- These are various year–round programs for teens and youth. Sample programsinclude instructional classes, clinics or workshops etc., which may include, but, are not limited to:tennis, field hockey, multi sports, lacrosse, rugby, kayaking, golf, basketball, volleyball, cricket,baseball/softball, etc. Class size may range from 5-40 participants.Summer Specialty Camps and School Vacation Camps - for participants age 5-12. Sampleprograms include, but, are not limited to: sports camps (soccer, multi sports, cricket, basketball,golf, field hockey, etc.), enrichment camps, environmental camps, science camps, STEAM camps(robotics, engineering, Lego, Jr. physicians), etc. Class size may range from 10-40 participants.Science and Enrichment Programs - These are various year–round programs for teens and youth.Programs included but are not limited to Lego construction, junior physicians’ academy, rocketry,Page | 2general science, robotics, environmental education, and STEAM programs. Previous class sizesranged from 5-25 participants.Group Exercise –Various year-round exercise and fitness programs for adults, teens and youth.All contractors were required to hold the following certifications through the International Sportsand Science Association or an equivalent body; Certification in Personal Training, Specialist inYouth Fitness, Specialist in Group Training. Such classes include but are not limited to; Yoga,Pilates, Tai Chi, High Intensity and Low Intensity aerobics. Class size could range from 5-40participants.Cultural Arts - These are various year–round programs for senior adults, teens and youth.Possible programs include visual art, textile arts, and music. Class size may range from 5-20participants.Other Unique Programs – Contractors sometimes offered unique programs. Sample classesincluded: nutrition, cooking, etiquette, character development, life skills, leadership, languages,enrichment programs, youth programs, sewing, knitting, and specialty design programs such asdesigning your own video games and video game environments, video recording and productionservices. Class size could range from 5-25 participants.C. QUALIFICATIONS:Respondents shall:Provide detail, samples and other material that support the programs that are offered.Company history, including number of years in business, references, resumesState variety of programming offered, including unique programs and ability to work with individualswith special needs, program descriptions and sample program curriculum.Instructors’ expertise and experience, as well as the employee screening process used for backgroundscreening for criminal history & sex offender status and staff training provided.A respondent will charge for programs by the participant. The following are the program categories; therespondent should list the programs/classes within each category on the spreadsheet.•Sports•Summer Specialty Camps•Science & Enrichment•Group Exercise•Cultural Arts•Other (unique programming)The Township will consider additional and new programming offered by the Contractor throughout thecontract period.Facilities and Liability:Page | 3The Township will provide the Contractor with an appropriate suitable location in the Township Parksystem, or at a Township building, or other suitable location. The Contractor shall have no responsibilityor liability for the space provided except for injury or damage arising from the Contractors solenegligence.Extension of Contract:If mutually acceptable to the Township and Contractor, the contracts can be extended at the existing termsand conditions for an additional 12 months up to five years.The Contractor shall:1. Recommend program schedules.2. Advertise and market programs.3. Provide adequate staff for supervision and instruction.4. Manage the instructors, work schedules and resolve any work-related problems.5. Provide substitute staff when scheduled staff is not available.6. Provide appropriate training and supervision of instructors.7. Provide sufficient instructor to participant ratio as deemed appropriate by the Township.8. Participants will be supervised at all times by an adult 18 years of age or older.9. Inspect program spaces being used prior to use on a daily basis. Advise the Township of anyproblems. Ensure that all spaces used are left neat and orderly on a daily basis.10. Provide all necessary age appropriate equipment and supplies. Replace if necessary due todamage or loss.11. Coordinate with department appointed liaison on all program related issues.12. Advise in writing to the East Brunswick Department of Recreation & Parks Liaison immediatelyof any changes that deviate from the agreed upon schedule, preferably before the scheduled change takesplace.13. Notify program participants of any changes.(example: weather-related cancellation)14. Take participant attendance.15. Distribute Township-provided class schedule to all participants and/or parents/guardians (ifnecessary).16. Provide necessary make-up sessions on next available meeting day according to class schedule,credits or refunds may be issued based on Township credit/refund policy.17. Contractor shall provide verification of criminal background checks18. Contractor shall provide a brochure or other attachments listing program options, recommendregistration fees, and amount or remuneration required for services provided.Township Responsibilities – The Township will provide the following:1. Assist with marketing programs via Township website and email blasts to residents2. Accept registrations from participants and handle all money, including refunds.3. Assist with notifying program participants of any changes.(example: weather-relatedcancellation)4. Provide to contractor a list of all program participants with emergency contact information.5. Payment to Contractor upon successful completion of the program.6. Ensure that gymnasium/fields/rooms are properly maintained and available for use.7. Conduct parent surveys and program evaluations at the end of each session.Facility LocationThe programs will be located at a suitable location. NO alternate indoor location will be available in caseof inclement weather for outdoor programs, unless specified by the Township. Port-o-John will beprovided at all outdoor facilities.Page | 4D. FAIR AND OPEN CRITERIA:STANDARDIZED SUBMISSION REQUIREMENTS & SELECTION CRITERIA1. The solicitation of qualifications for any contract to be determined in excess of $17,500, and forwhich a bid solicitation shall not be required under the Local Public Contracts Law shall beadvertised by the Township on the Township website at least ten (10) days prior to the date set forthe receipt of said quote. The published notice shall set forth a description of the requested goodsor services, the time, date and place that proposals must be submitted, the contact information forobtaining a proposal document, and a statement that the proposals are being solicited through thefair and open process, in accordance with N.J.S.A. 19:44A-20.4 et seq.2. The Township shall review the responses to the request for quotes and appoint or award acontract to a business entity for the goods or services advertised subsequent to such review.Contracts awarded under this process shall be publicly announced and awarded. The resolutionawarding the contract shall state that the contract was awarded after a fair and open process andshall state the number of responses received.3. Contracts subject to the fair and open process delineated herein are subject to additionalRequirements and any other applicable laws including, but not limited to, the Local PublicContracts Law.E. SELECTION CRITERIA:Quotations will be evaluated on the basis of the most advantageous, price and other factors considered.The evaluation will consider:a. Experience, technical expertise, professional execution and reputation in the field;b. Knowledge of the Township of East Brunswick and the subject matter to be addressed under thecontract;c. Availability to accommodate any required meetings of the Township and the ability to work wellwith the Township;d. Compensation proposal;e. Other factors if demonstrated to be in the best interest of the Township of East Brunswick;f. Creative vision, display impact, appreciation and respect for the program.F. INSURANCE REQUIREMENTS:1. IndemnificationThe contractor agrees to indemnify and save harmless the Township, its officers, agents and employees,hereinafter referred to as indemnitees, from all suits, including attorney’s fees and costs of litigation,actions, loss damage, expense, cost of claims, of any character or on account of any act, claim or amountarising or recovered under Worker’s Compensation law, or arising out of failure of the Contractor or thoseacting under Contractor to conform to any statutes, ordinances, regulations, law or court decree.
