NOTICE IS HEREBY GIVEN that the City of Lake Wales is accepting sealed bids for:
Lake Wales Memorial Gardens – Phase 2
At 2:00 P.M., Prevailing Time on Thursday, December 18, 2025 in the City Commission Chambers at the Municipal Administration Building, 201 Central Ave. W., Lake Wales, Florida, bids will be opened and read aloud.
An original, three (3) copies, and a digital copy on a USB drive of all bids, including all executed documents and needed attachments, shall be placed in a sealed envelope, marked “ITB 26-03: SEALED BID FOR Lake Wales Memorial Gardens – Phase 2”, and delivered prior to the opening deadline, 2:00 P.M., Prevailing Time on Thursday, December 18, 2025.
Intent
The general scope of work for this project consists of expanding the existing Phase 1 roadways, flush curbs, sidewalks, available lots and stormwater system, as well as the inclusion of a scattered garden for the Lake Wales Memorial Gardens located at 581 Hunt Brothers Road, Lake Wales, FL 33898. The General Contractor shall provide all labor, materials, tools and equipment to complete the Phase 2 expansion.

All persons and firms wishing to submit bids must obtain a complete copy of the Invitation to Bid and submit all required forms as outlined in the bid document with their response. In accordance with Chapter 119, Florida Statutes, all bids received, and allmaterials contained therein, once opened are public record, and subject todisclosure to any person, organization, or firm, including other firms respondingto this invitation to bid.2. In accordance with section 287.133, Florida Statutes, a person or affiliate who hasbeen placed on the convicted vendor list following a conviction for a public entitycrime may not submit a bid or proposal on a contract to provide any goods orservices to a public entity and may not be awarded or perform work as acontractor, supplier, subcontractor, or consultant under a contract with any publicentity, and may not transact business with any public entity in excess of thethreshold amount provided in section 287.017-for CATEGORY TWO for aperiod of 36 months from the date of being placed on the convicted vendor list.3. The City reserves the right to accept or reject any or all bids, or part thereof, towaive any informalities or technicalities, or to award contracts in the best interestof the City. In all instances, the City’s decision shall be final.4. The City of Lake Wales is exempt from taxes imposed by the State and FederalGovernment. Bids shall not include any taxes or fees.5. Prospective firms must submit proposals strictly in accordance with thespecifications outlined in the Invitation to Bid. Each variance, if any, to thespecifications shall be specifically stated in the bid.6. Prospective firms warrant by virtue of submission of bids that all prices, terms,and conditions stated shall be honored for a period of ninety (90) days after theopening of bids. Any changes at the time an order is placed shall result inautomatic disqualification of the vendor.7. The original bid shall be signed, in blue ink, by a corporate officer, partner, orproprietor.8. The City reserves the right to reject any or all items if in its judgment the itemdoes not meet the needs of the City, or for any reason it deems suitable.9. Prospective firms are hereby warned not to contact any City employee or officialon matters relating to this Invitation to Bid, except as indicated herein. Anyattempt to do so or engaging in lobbying or any other activity interfering with theevaluation process may result in immediate disqualification of the vendor fromany City business.10. Per City ordinance, agreements, and contracts with a term in excess of one yearshall include the following language: “The performance of the City of Lake Walesand its obligation to pay under this contract is contingent upon annualappropriation by the City Commission of Lake Wales.” Vendors are warned thatthis requirement is written into the Code of Ordinances of the City, a publicdocument, and is binding upon all vendors whether or not referenced in anyagreement.11. The Scope of Work shall include, but not limited to, thefollowing:•Construction temporary entrance and installation of erosion control measures•Strip & stockpile the site to construct the project•Construction of pavement and flush ribbon curbs•Construction of stormwater pond and permanent concrete weir•Construction of sidewalk for scattered garden•Installation of scattered garden monument•Installation of flagpole and security camera•Installation of irrigation system•Installation of landscape and grass seeding & soddingComplete installation shall be performed by a licensed General Contractor utilizinglicensed Sub-Contractors as required by law. The General Contractor shall utilize theContract Documents as provided by Hoyle Tanner & Associates, inc. located at 95 E.Mitchell Hammock Road, Suite #200; Oviedo, FL 32765. The documents consist oftwelve (12) 24in. x 36in Sheets designated as: G-1; G-2; C-1; C-2; C-3; C-4; C-5; C-6; L-1; IR-1; IR-2; IR-3.
