Request for Proposal
Landscape Services Date Issued: January 27, 2026

The Board of Trustees of the St. Louis County Library District (“Library District”) is accepting proposals (“Proposal” or “Proposals”) pursuant to this Request for Proposals from qualified businesses to provide Landscape Services (the “Project”) to be performed at 21 buildings in the Library District for a period of three years, with the exception of the Guy and Judy Jaffe Family Branch (New Chesterfield Branch), which will require services for only one year beginning in 2028. The Library District is offering two packages for proposals. Proposers may submit a proposal for Package A, Package B or both.

See the attached Scope of Work, Proposal Form and Proposal Instructions for Proposal Package A and Proposal Package B. Proposers are responsible for examination of all instructions for the project. The scope of work will be the same for each Library District Building, however each location differs in size and amount of attention needed. Proposers are responsible for visiting all buildings prior to proposal submission.

Proposal Package A invites proposals for landscape services at the Clark Family Branch, Lynn Beckwith, Jr. Administration Building, and the future Guy and Judy Jaffe Branch (New Chesterfield Branch) slated to need landscape service beginning in 2028. A projected landscape plan will be included with this package (Attachment A).

Proposal Package B invites proposals for landscape services at 18 library branches; Bridgeton Trails, Cliff Cave, Daniel Boone, Eureka Hills, Florissant Valley, Grand Glaize, Grant’s View, Jamestown
Bluffs, Lewis & Clark, Meramec Valley, Mid-County, Natural Bridge, Oak Bend, Parkview, Prairie Commons, Rock Road, Thornhill, and Weber Road.

Please visit each Library District Location to take measurements and examine field conditions. Proposers are responsible for examination of all locations, specifications, schedules, and instructions for
the Project. Addresses of the various branches may be found on the Library’s website at: www.slcl.org/branches .

All Proposals are due no later than 1:00 P.M. C.T., on February 9, 2026.

Proposers shall complete the Proposal as required in this Request for Proposals and deliver the completed Proposal by email only to Kelli Reeves, Manager, Facilities, kreeves@slcl.org . The email
subject line should be “Request for Proposals – Landscape Services”

To protect the integrity of the Proposal selection process, any questions concerning this Request for Proposals, the Proposal process, or Proposal specifications shall be e-mailed only to Kelli Reeves, Manager, Facilities, at kreeves@slcl.org . The deadline for questions is 2:00pm C.T. Monday, February 2, 2026. Questions will be answered in an addendum posted on the Library’s website ( www.slcl.org/bid-opportunities ).

It is anticipated that the Proposals will be considered by the Library District’s Board of Trustees at the February 23, 2026 meeting after consideration by the Selection Committee and recommendation to the Director & CEO.

The Board of Trustees of the St. Louis County Library District (“Library District”) is accepting bids (“Bid” or “Bids”) pursuant to this Invitation for Bid from qualified businesses to provide Custodial Services (the “Project”) to be performed at the North Branches of the St. Louis County Library District.(Bridgeton Trails, Florissant Valley, Jamestown Bluffs, Lewis and Clark, Mid County, Natural Bridge, Parkview, Prairie Commons, Rock Road and Thornhill).

See the attached instructions marked Attachment A. Bidders are responsible for examination of all instructions for the project.

Material Testing and Special Inspection Services for the Chesterfield Branch Date Issued: January 20, 2026

The Board of Trustees of the St. Louis County Library District (the “Library District”) requests the submission of responses for qualifications from qualified firms to provide Material Testing and Special Inspection Services for the Chesterfield Branch Project (the “Project”).

An optional Outreach/Pre-Proposal Meeting is scheduled on December 16, 2025 at 10:30am at the Samuel Sachs Branch (16400 Burkhardt Place, Chesterfield, Missouri 63017). Proposers will be introduced to the project and will have the opportunity to review field conditions. Proposers are responsible for examination of all drawings, specifications, schedules and instructions for the Project.

To preserve the integrity of the selection process, questions and procurement substitution request regarding this Request for Proposals should be emailed only to Ryan Stumpf at Stumpfr@theljc.com , with copy to Roberto Munster at rmunster@slcl.org , Kelli Reeves at kreeves@slcl.org and Scott Kolath at scott.kolath@avisonyoung.com . The email subject line should be “Chesterfield Branch Library Building Construction Inquiry”. The deadline for Questions and procurement substation requests is 1:00 pm C.T. January 14, 2026. Questions and procurement substitution requests will be answered in an addendum posted on the Library’s website ( http://www.slcl.org/bid-opportunities ) and at County Blue’s Planroom ( http://www.countyblue.com(link is external) ).

It is anticipated that the Proposals will be considered by the Library District’s Board of Trustees at Special Board Meeting held on February 9, 2026, meeting after deliberation by the Selection Committee and recommendation to the Director.

The Library District reserves the right to reject any and all Proposals and to waive formalities in the best interest of the Library District.
