The objective of this RFP is to fully replace fragmented, department-specific, and vendor-controlled payment systems with one standardized platform that provides:
1. Mobile wireless payment acceptance via mobile readily handheld available devices
2. A single universal payment processing fee of 2.5% or less
3. Digital wallet, Online payment portal, and peer-to-peer platform support, must be able to accept Googlepay, Applepay, Venmo, Paypal, (Zelle & Cashapp if possible), ACH, Wires, all major Credit Cards.
4. Text-to-Pay and secure mobile communication
5. Treasury-level reporting and financial reconciliation
6. Mandatory integration with Munis ERP and other system platformsThe system must eliminate operational fragmentation, reduce administrative burden, and enable standardized, transparent, scalable financial operations across the City.
