Project Description

The San Francisco Public Utilities Commission (SFPUC) is soliciting interest and feedback on the Folsom Area Stormwater Improvements (Project) construction project. SFPUC will seek to engage potential bidders for delivery of the Project through a subsequent competitive process.

This Request for Interest (RFI) is for informational purposes only. SFPUC does not guarantee the accuracy of any information contained herein. The information is general and preliminary in nature, subject to change, and will provide the basis for discussion and planning by SFPUC. No person, entity, or other party is entitled to rely on this RFI or the information contained herein for any purpose, including without limitation, submitting a bid or proposal, or entering into a contract related to the Project. This RFI relates to the SFPUC’s planned procurement of Folsom Area Stormwater Improvements – Harrison/Treat Box Sewers and Connecting Auxiliary Sewers.

The SFPUC Wastewater Enterprise is proposing the Project to address the Sewer System Improvement Program’s (SSIP) level of service (LOS) in the City’s Inner Mission District. The goal is to control and manage flows from a statistically derived, LOS-design storm of 3-hour duration and delivering 1.3 inches of rain. Properties have been subjected to stormwater inundation during moderate-to-heavy storms. The lower-lying areas can experience up to several feet of flooding.

This Contract (Contract WW-719CR2) is part of the larger Folsom Area Stormwater Improvements Project (FASIP). FASIP consists of four construction contracts (including this Contract). The construction contracts are:

-WW-719A Folsom Area Stormwater Improvements – SOMA and Mission Districts Sewer Replacement
-WW-719B Folsom Area Stormwater Improvements – Alameda Street Wet Weather Conveyance Tunnel
-WW-719CR2 Folsom Area Stormwater Improvements – Harrison/Treat Box Sewers and Connecting Auxiliary Sewers (this Contract)
-WW-719D Folsom Area Stormwater Improvements – Western SOMA and Northern Mission District Sewer Replacement

SFPUC values early market feedback during the Project development process. Respondents who submit responses are not obligated to propose if/when procurement documents are released. Additionally, responses will remain anonymous and will not be shared with other participants, unless required by law. All information may be subject to Public Records Act or Sunshine Ordinance requests, with potential withholding rights pursuant to San Francisco Administrative Code Section 67.24. SFPUC will endeavor to give the subject Respondent(s) reasonable notice of any such requests, to the extent possible, so that the Respondent(s) may seek court intervention prior to the production deadline.
