The City of Patterson (“City”), an incorporated municipality in the State of California, seeks proposals from qualified and experienced consulting firms ("Consultant") to conduct a comprehensive assessment of its current Enterprise Resource Planning (ERP) system and associated business processes.
The primary objective of this engagement is to provide the City with an objective, data-driven recommendation on the most appropriate ERP strategy moving forward: (1) Retain and Optimize the current system, or (2) Replace the current system with a modern solution.
Proposal Submission InstructionsProposals must be received by the City through the electronic submission portal listed below no later than the Proposal Submission Deadline listed in the RFP Schedule. Proposals received after this specified date and time shall be considered late and will be rejected.

Proposal ContentProposals must include the following sections at a minimum:
- Cover Letter: Signed by an authorized representative of the firm.
- Consultant Profile: Firm history, municipal experience (especially California-based projects), and key differentiators.
- Project Team: Detailed resumes of all proposed team members, including their roles, experience in municipal ERP assessments, and anticipated time commitment.
- Methodology: A detailed, narrative description of how the firm will execute the five steps outlined in the Scope of Work, including specific tools and techniques used for requirements gathering.
- Technical & Regulatory Approach: Approach to ensuring the ERP strategy meets California-specific mandates (e.g., CalPERS reporting, GASB compliance, Public Records Act), and technical experience with the Springbrook Enterprise (v7) and Cirrus platforms.
- References: A minimum of three (3) current or- former public sector clients, preferably incorporated cities in California, for whom similar ERP assessment services were recently performed (within the last 5 years). Include client name, contact information, scope of work, and project dates.
- Fee Schedule: Provide the "Mandatory Phase 1 Fixed Fee" and "Optional Phase 2 Hourly Rates" as defined in the Pricing and Compensation section.
Should a Consultant have concerns about meeting any requirements of this request they may include a clearly labeled subsection within an appendix with individual statements specifically identifying their concerns and exceptions. If no exceptions are stated the City shall assume the consultant understands all the requirements of the request, including the professional services agreement, and takes no exceptions to them. The requirements and expectations stated within this request shall be included in the Agreement as an exhibit.

The primary modules currently in scope forassessment, due to heavy usage or desire for optimization , include AccountsPayable (AP), Accounts Receivable (AR),Asset Management (Mobile MMS) ,Extended Budgeting, Utility Billing, Business Licenses (Licenses and Permits),Building Permits, Bank Reconciliation,Human Resources, Project Management(within Finance), Purchasing/Purchase Orders(PO), and Payroll . Note that the Citycurrently utilizes limited functionality within the Human Resources (HR) module,butexpanding usage should be a n area of focus for the assessment.It is critical to note that the City's current operational workflows are based in thelegacy Springbrook Enterprise application. A key focus of this assessment must bedetermining the feasibility, functional gap analysis, and effort required to fullytransition all required processes and data to the newer Springbrook Cirrus platform,which the City recognizes as the ve ndor's long - term strategic direction.A recent needs assessment identified several key challenges with the current systemthat the City expects the Consultant to investigate. These include, but are not limitedto:• Widespread Manual Processes: Many core financial and HR processes arepredominantly manual, with approval workflows existing outside of thesystem.2• Significant Integration Gaps: The current ERP fails to integrate withnumerous other key City systems, resulting in manual data transfers anddisconnected processes.• Deficient Reporting & Data Access : Staff across departments struggle toaccess, export, and report on data. It is currently unclear whether this is due tosystem deficiencies, data integrity issues, or training gaps.• Missing/Inadequate Core Functionality: The system is perceived as lackingessential features, particularly a comprehensive, workflow- driven HumanResources module. The finaldeliverable for this scope shall be the Final ERP Assessment Report and a formalpresentation to the City’s Technology Steering Committee.The scope of services, detailed across the fivesteps , is as follows:Step 1: Project Initiation and Stakeholder Discovery• Conduct a project kickoff, establish the governance structure (SteeringCommittee, Core Team), and finalize the detailed work plan.• Conduct comprehensive interviews with staff across all levels anddepartments, including the City Manager’s Office, Finance, HR, IT, PublicWorks, and Engineering, and Planning/ Community Development.• Review all relevant documentation, including budgets, current licensingagreements, support contracts, and integration diagrams.4
