SUMMIT COUNTY FACILITIES MAINTENANCE DEPARTMENTREQUEST FOR PROPOSALSMEDICAL OFFICE BUILDING PARKING LOT MILL AND OVERLAYThe Summit County Facilities Maintenance Department is seeking proposals from qualified professionals for asphalt milling and overlay, crack sealing, and striping services. The best proposal will be selected based on qualifications, relevant experience, schedule, and cost. Submit questions regarding the proposals to wayne.byrne@summitcountyco.gov . The pre-bid meeting for this project is posted on the Summit County website.
Said proposals will be accepted by Electronic Submission (preferred) to wayne.byrne@summitcountyco.gov and kim.weiers@summitcountyco.gov or by hardcopy proposals until 2:00 PM MST/MDT, March 25, 2026. Proposals received after 2:00 PM MST/MDT, will not be accepted.
At said time and place, all proposals that have been duly received will be publicly opened and read aloud. The Contract will be awarded to the lowest responsible bidder who best meets the requirements of Summit County and the public interest.
The Summit County Board of County Commissioners reserves the right to reject any or all proposals, to waive irregularities or informalities, and to conduct such investigations or negotiations as it deems necessary to select the most responsible and responsive proposal.

The owners have discovered that the existing parking lot and travel lanes are in need ofadequate asphalt maintenance to prolong the life of the asphalt. Items, materials, and equipment pertaining to this projectshall include the following:A. BondsB. MeasurementsC. Warm Mix Asphalt (WMA) Grade SX, PG58-28 (SX-75) Construction RequirementsD. Furnished ItemsLocation of WorkThis project is located at the Medical Office Building 360 Peak One Blvd. Frisco, CO. 80443Scope DetailsThe Contractor shall furnish all labor, equipment, materials, supplies, signage, traffic control and other incidentalsnecessary to provide a 2” mill and 2” asphalt Overlay to the Medical Office Building parking lots and travel lanes,while maintaining sufficient parking and access to the building during business hours. All asphalt work associatedwith this project will conform to Warm Mix Asphalt (WMA) Grade SX, PG58-28 (SX-75) specifications andconstruction requirements, as described below in section C of this document.A. Bonds: This project will require the awarded contractor to provide pay and performance bonds for Summit County’sasphalt Mill and Overlay project.B. Measurements1. An approximate Summit County GIS area calculation has been completed, showing an area of 8,783 squareyards for the combined travel lane and parking lot areas, proposed for Medical Office Building parking lots tobe bid for this project. As seen in the arial GIS map layout of project included in the RFP bid packet2. The awarded Contractor for this project is responsible for field verification of these measurements, anyadditional measurements, or suggested overage to complete bid.C. Warm Mix Asphalt (WMA) Grade SX, PG58-28 (SX-75) Requirements:Description3|PageThis work consists of one or more courses of asphalt mixture constructed on a prepared foundation in accordancewith these specifications and the specific requirements of the type under contract, and in conformity with thelines, grades, thicknesses, and typical cross sections shown on the plans or established.References to sections and sub-sections in this bid item specification shall refer to the 2019 CDOTStandard Specifications for Road and Bridge Construction.MaterialsComposition of Mixtures - The asphalt plant mix shall be composed of a mixture of aggregate, filler or additivesif required and approved, asphalt cement, and reclaimed material if permitted and used.The Contractor shall submit a proposed warm mix asphalt mix design, including job-mix gradation, to theEngineer. The weight of lime shall be included in the total weight of the material passing the 75 µm (No. 200)sieve.The job-mix formula for each mixture shall establish a single percentage of aggregate passing each required sievesize, a single percentage of asphalt cement to be added to the aggregate, and a single temperature for the mixtureat the discharge point of the plant.Mixtures Furnished to the Project - After the job-mix formula is established, all mixtures furnished for theproject shall conform thereto within the ranges of tolerances listed in the following Table 401-1Table 403-11Tolerances for Warm Mix AsphaltAsphalt Content± 0.3%Asphalt Recycling Agent± 0.2%1Warm Mix Asphalt, Gradations2Passing the 9.5 mm (3∕8 inch) and larger sieves2Passing the 4.75 mm (No. 4) and 2.36 mm (No. 8 ) sieves2Passing the 600 m (No. 30) sieve± 6%± 5%± 4%2Passing the 75 m (No. 200) sieve± 2%1 When 100% passing is designated, there shall be no tolerance. When 90 – 100%passing is designated, 90% shall be the minimum; no tolerance shall be used.2 These tolerances apply to the Contractor’s Process Control Testing.The job-mix formula for each mixture shall be in effect unless modified in writing and submitted to the Engineerfor approval.Should a change in sources of materials be made, a new job-mix formula shall be established before thenew material is used. This new job-mix formula shall be in effect until modified by the Engineer. Requestsmade in writing by the Contractor for changes in the job-mix formula will be considered. The job-mixformula may be changed by the Engineer if the change will produce a mixture of equal or better quality andwill:(1) Permit better utilization of available material, or(2) Result in a saving in cost to the Department through anadjustment4|PageCONSTRUCTION REQUIREMENTSWeather Limitations and Placement Temperatures - WMA shall be placed only on properly preparedunfrozen surfaces which are free of water, snow, and ice. The WMA shall be placed only when both theair and surface temperatures equal or exceed 50 ̊ F for the top lift and 40 ̊ F for the bottom lift.Asphalt Mixing Plant - The asphalt mixing plant shall be capable of producing a uniform material, have adequatecapacity, and be maintained in good mechanical condition. Defective parts shall be replaced or repairedimmediately if they adversely affect the proper functioning of the plant or plant units, or adversely affect thequality of the hot asphalt plant mix.Acceptable safety equipment shall be provided by the Contractor to accommodate sampling and testing.Asphalt plant mix shall not be stored longer than nine hours, unless additional protective measures are used andapproved.Modify the asphalt mixing plant as required by the manufacturer to introduce the WMA technology. Plantmodifications may include additional plant instrumentation, the installation of asphalt binder foaming systemsand/or WMA additive delivery systems, tuning the plant burner and adjusting the flights in order to operate atlower production temperatures and/or reduced tonnage.Hauling Equipment - Trucks used for hauling asphalt mixtures shall have tight, clean, smooth metal beds thinlycoated with a minimum amount of paraffin oil, lime solution, or other approved release agent. Petroleumdistillates such as kerosene or fuel oil will not be permitted. Each truck shall have a cover of canvas or othersuitable material to protect the mixture from the weather.Asphalt Pavers - Self-propelled asphalt pavers shall be provided and equipped with an activated screed assembly,heated if necessary, capable of spreading and finishing the asphalt plant mix material in lane widths applicable tothe typical section and thicknesses shown in the Contract. Pavers used for shoulders and similar construction shallbe capable of spreading and finishing courses of asphalt plant mix material in widths shown in the Contract.The paver’s receiving hopper shall have sufficient capacity for a uniform spreading operation and shall have anautomatic distribution system that will place the mixture uniformly in front of the screed.The screed or strike-off assembly shall produce the specified finished surface without tearing, shoving, or gougingthe mixture.Use an equipment and WMA technology capable of producing an asphalt mixture that meetspecification requirements and is workable at the minimum placement and compaction temperaturedesired, regardless of storage or haul distance considerations.Tack Coat - When ordered by the Engineer or specified in the Contract, a tack coat shall be applied betweenpavement courses.Surface Conditioning - Irregularities in the existing pavement or base shall be brought to uniform grade andcross section.Prior to placing tack coat and beginning overlay work, the surface to be tack coated shall be swept to removeaccumulations of loose gravel and debris.Asphalt plant mix shall be placed only on properly constructed surfaces that are free from substances that wouldadversely affect the pavement quality.5|Page
