Proposals “must be used solely for the purpose ofproviding for the operation or delivery of chemical dependency or mental healthtreatment programs and services which includes supportive housing, emergency ortransitional housing, and unrestricted access to behavioral health crisis stabilization,and for the operation or delivery of therapeutic court programs and services. Programsand services include, but are not limited to; treatment services, case management,transportation, and housing that are a component of a coordinated chemicaldependency or mental health treatment program or service.Approximately $7,800,000 will be awarded for projects or program services deliveredbetween January 1, 2027, and December 31, 2027. With 25% of the funding released to beawarded to the Therapeutic Courts.Proposal Deadline for all applicants is: June 30, 2026 at 12:00 p.m.Eligibility Requirements: Applicants please submit a pre-application interest form betweenMay 1, 2025 – extended to May 28, 2025: Submit here.New programs can expect a meeting to be scheduled prior to application opening. Required inorder to determine if a new program is eligible.Strategic Plan: All proposals must align with the Commissioners Strategic Plan Goals withinthe Continuum of Care Model. Programs must identify goals from Attachment B along withobjectives and strategies prioritized in the 2021 Behavioral Health Strategic Plan. InSeptember 2013, the Kitsap County Board of Commissioners (BOCC) passed a resolution authorizing a sales and usetax for Mental Health, Chemical Dependency and Therapeutic Court Programs. This, sales and use tax shall be knownas “Treatment Sales Tax” or TST. Monies collected by cities and counties under this sectionmay also be used for modification to existing facilities to address health and safetyneeds necessary for the provision, operation, or delivery of chemical dependency, ormental health treatment programs or services otherwise funded with money collected inthis section.For the purposes of this section, “programs and services” includes, but is not limited to,treatment services, case management, transportation, and housing that are acomponent of a coordinated chemical dependency, or mental health treatment programor service. Every county that authorizes the tax provided in this section shall, and everyother county may, establish and operate a therapeutic court component fordependency proceedings designed to be effective for the court’s size, location, andresources.In 2005, Washington State approved legislation allowing counties to raise local sales taxby one-tenth of one percent to augment state funding of mental health and chemicaldependency programs and services. Organization must meet all county requirements for contractingincluding insurance requirements, audit, and financial requirements.If you offer treatment services, the following provisions apply. Requirements forproviding behavioral health “TREATMENT” services include:III. Organization is proposing to provide mental health, substance use disorder, co-occurring and/or problem and pathological gambling “treatment” services, orsubcontracts with an organization or agency that meets the requirementsapplicable to local and state rules, state, and federal statutes, must beauthorized, licensed and/or certified to provide these services.
