Date Issued:November 10, 2025REQUEST FOR PROPOSALSMTW Local Housing DevelopmentProgramShort-term FinancingTel 661·631·8500 Fax 661·631·9500 TTY 661·631·1047601 – 24th Street, FRNT · Bakersfield, CA 93301-4142 www.kernha.orgThe Housing Authority of the County of Kern is accepting proposals until Friday,November 28th at 5:00PM for affordable housing development projects needing short-term financing available under the new MTW Local Housing Development Program.Program OverviewProvide short-term (up to 36 months) financing on an over-the-counter basis to facilitatethe acquisition, renovation, or development of affordable housing. Financing includes:• Provision of zero or below-market rate interest loans for predevelopment costs,acquisition costs, construction costs, and rehabilitation costs.• Loans can be soft loans (residual receipts payments only) or conventionalamortized loans depending on the financial capacity of the development.Program Requirements• Assisted housing must serve households with income under 80% AMI. Ifhouseholds above 80% AMI are served, the proportion of LHDP funds to totalcosts must be less than or equal to the proportion of 80% AMI homes to totalhomes. Annual reporting (rent rolls with tenant income information) will berequired to document the target population is served.• Predevelopment loans will be secured by a promissory note and have amaximum term of 36 months.• All other loans must be secured by a promissory note, deed of trust, andregulatory agreement recorded on the property. The property must be restrictedfor affordable use for at least 30 years or the term of the loan, whichever islonger, unless the loan is paid off.• Development assisted by LHDP must comply with the following federalrequirements:o NEPA environmental reviewo Site & Neighborhood standards pursuant to 24 CFR 941.202o Subsidy layering review - if involving Housing Choice Vouchers andLIHTCo HUD TDC and HCC limitso HUD Cost Control and Safe Harbor Standards for Rental Mixed FinanceDevelopmentUnderwriting/Approval Requirements• LHDP financing will only be provided to experienced affordable housingdevelopers based in Kern County.• Short term financing must have a viable repayment source, including awardedState or local funds or viable LIHTC allocation potential.• Development must meet TCAC or HCD cash flow underwriting limits.• The size of the loans will be based on available LHDP funds and the needs of thedevelopment.• If other State and/or local sources are available, these should be pursued beforethe LDHP financing is provided.Evaluation CriteriaProposals will be evaluated based on the following criteria:• Experience of developer• Likelihood of repayment sources• Adherence to program requirementsProposal ContentReponses must include the following information:1. Name of Development2. Address of development3. Type of Development (acquisition/rehab/new construction/refinancing)4. # & type of units and target AMIs5. Projected timeline for start and completion of construction/rehab (if applicable)6. Requested loan amount and term7. Repayment sources and status of sources8. Status of NEPA review9. Status of subsidy layering review10. Development and operating pro-formas11. Developer name12.
