US 75 Climax Design Build Design Verification and Construction Manager
Brief Description: MnDOT requests responses for a Contractor to provide design-build design verification for State Project (SP) 6012-58 a Bridge and Embankment Stabilization project in Climax, MN. Contractor will provide design verification, contract administration, and environmental compliance for the Project. The Climax project involves analysis, design and construction of engineering solutions that stabilize and repair Bridge 60021 over the Snad Hill River, which is currently suffering due to a landslide impacting a pier and south abutment, as well as stabilize a deforming section of the roadway embankment approximately 750 feet north of the bridge. The project contains several specific requirements including 3D geo-structural computations modeling and a robust geotechnical performance monitoring and reporting program. The project also involves roadway construction, pavement markings, erosion and sediment control, minor grading, paving, grubbing and other related work.

The State Staff and Contractor are collectively known as theDesign-Build Verification Team (DBVT) for the State Project (SP) 8816-3427 on Statewide PedestrianBridge Improvement Design-Build Project (Project). Contractor will provide design verification, contractadministration, and environmental compliance for the Project. The goal of the DBVC contract is thatState receives assistance in performing the tasks necessary to verify that the Design-Build Constructioncontractor (DB contractor) is meeting all requirements of the Design-Build Conformed Contract for theProject. Contractor will attend conferences or meetings necessary for close coordination during day-to-day progress of the work or as required to carry out the Project. Contractor will notify State’s ProjectManager immediately of any unanticipated project conditions. Contractor will maintain a record ofdesign submittals, approvals, changes, and modifications using State’s Document Control SystemMicrosoft SharePoint. Contractor will collect, properly label or identify, and deliver to State all originalcalculations, drawing and sketches, electronic design files, records, reports, and other documentsprepared by the DB contractor in the performance of the work as described in this contract uponcompletion or termination of the Project. Contractor will provide interpretations of the plans,specifications and contract provisions. Contractor will consult with State’s Project Manager when aninterpretation involves complex issues or may have an impact on the cost of performing the work. Whenwarranted, State’s Project Manager may request an interpretation from the Contractor.1.2 Co-LocationCo-location is not required for this project. Personnel can perform their role from their home office.However, personnel are required to report to the project meeting office or project site as needed forspecific meetings, over the shoulder reviews, inspections, and other duties in a timely and efficientmanner to fulfill the obligations of their roles on the DBVT if requested by the State’s Project Manager.It is incumbent upon DBVT members to utilize current web-conferencing to be an effective resourceto the DBVT and the DB Contractor during meetings, over the shoulder reviews and questions that arisefrom the DB Contractor for the DBVT. If web-conferencing is not working efficiently to communicatebetween the two teams, the role member will be expected to be present at the project meeting office asneeded so the DB Contractor is not unduly delayed. It graphically shows the chain of command. It also shows how the Contractor staff described inthis contract interacts with the State staff.1.6 Estimating Hours for Cost ProposalThe nature of a verification contract is that it is very difficult to estimate the effort needed due tothe unknown quantity and quality of DB Contractor’s submittals. This scope of work will estimate thehours needed per Contractor staff working under this contract, refer to the sections labeled “UniformBid for Hours” for each role. The hours shown in each role are an estimated amount of time necessaryfor each role.The bidding teams will use the exact hours included in this RFP to estimate and bid their costproposal. The bidding teams must not use more hours or less hours in their bid or bid more or fewerpeople. However, this section does not supersede the requirements of the Flexible Workforce section.2 Project ManagementPerform all work necessary to manage this DBVC Contract and its personnel. Perform all worknecessary to assist with managing the DB Conformed Contract.2.1 DBVC Project ManagerThis person is responsible for managing the consultant contract and its personnel.2.1.1 Staffing RequirementsSupply one person, in total, to perform the duties of the DBVC Project Manager. The person servingas the DBVC Project Manager may also serve other positions in the Contract.2.1.1.1 Uniform Bid HoursThe total hours for this position will be 2002.2 Flexible WorkforceDBVC personnel approved by the State’s Project Manager are considered by the State to becommitted to performing services for the durations listed in this scope of work. Any changes willrequire written approval from the State’s Project Manager and include both adding additional staff andreducing staff.The Contractor will be advised of the official Notice of Award of the DB Conformed Contract andwill be ready to fully staff all personnel on the DBVT for the project within one week after notification.No personnel will be assigned until written notification by the State’s Project Manager has been issued.If the DB Contract is suspended for any reason, the Contractor’s forces will be adjusted tocorrespond with the type of cessation, either complete or partial suspension. Contractor willcontinuously look ahead to fully understand what type of staff are needed and in what numbers. TheContractor’s schedule will be dictated by the DB contractor’s schedule. Contractor will provide a flexiblework force so that only those staff that can be fully utilized during any given project activity are presentand billing hours to the contract.Contractor will continuously monitor all activity to ensure that all work carried out is within theagreed scope and completed with resources that can complete the work as budgeted. In the event itbecomes necessary to complete work outside the original scope of work, the Contractor’s Project4MnDOT Contract No. 1062963Exhibit A: Specifications, Duties and Scope of WorkManager will notify State’s Project Manager immediately before proceeding. No work outside theoriginal scope will be done without written authorization from State’s Project Manager.Throughout the course of the Project, it may become evident that two or more Contractor roleswould be more efficiently staffed by a single qualified person. If this situation arises, the Contractor canmake a request to the State’s Project Manager to modify the staff by combining roles. The State’sProject Manager will evaluate the experience and workload of the remaining staff member and willdetermine whether the roles should be combined. If multiple roles are allowed to be staffed by a singleperson, the State Project Manager may reverse that decision at a later date, if circumstances call formore attention to those roles than the single person can effectively handle.Conversely, it is expected that the Contractor have staff available to fulfill the obligations of eachrole described within this contract.When the DB Contractor’s operations on the Project diminish, the Contractor will reduce thenumber of its personnel assigned to the Project as appropriate. Any adjustment of Contractor forces asrecommended by the State’s Project Manager will be accomplished within one week after notification.The State’s Project Manager will provide said notification to the Contractor in writing, and theContractor will provide confirmation of notification in writing.2.2.1 Flexible Workforce - Project Support StaffThe Contractor will need to leverage additional project support staff, whether within their companyor through subconsultants, to assist the various roles on the DBVT. The additional staff are expected tobe available to help with the task of reviewing plans and calculations, use MicroStation and OpenRoadsDesigner to draft alternative designs/create quantities to counter claims by the DB contractor, and useother software listed in this scope to evaluate products the DB contractor creates using that software.2.2.1.1 Uniform Bid for HoursThe hours for Project support staff will not be included in the Uniform Bid for Hours. Refer torequirements under the Flexible Workforce and Monthly Progress Reports Meetings herein.2.3 Items Provided by the StateThe State will not provide office supplies or office space for this Contract.2.4 Items Provided by ContractorProvide durable office supplies and reference material for their own employees as needed. Durableoffice supplies are defined as items that can be reused and include, but are not limited to: staplers, tapedispensers, scissors, rulers, three hole punches, staple removers, and mechanical pencils.Provide own equipment and testing supplies for all testing of component materials used on theProject.Provide, service, and maintain a sufficient number of clearly identifiable vehicles to maintain thenecessary coverage of the Project and to adequately transport personnel and equipment. The vehicleswill have the necessary safety features to be within the work zone. Contractor will be solely responsiblefor risk of loss of or damage to vehicles and will replace or repair vehicles at its own cost. Contractor willbe required to obtain adequate insurance coverage for such loss or damage.Provide service and maintain cellular phones for all Contractor field personnel assigned to theProject. A list of these phone numbers will be available to State’s Project Manager. Contractor will besolely responsible for risk of loss of or damage to cellular phones and will replace or repair cellularphones at its own cost.2.5 Web Based TeleconferencingProvide the means for the DBVT to meet via web-based teleconferencing.
