Project Description

EBMUD is soliciting proposals for Consulting Services for Groundewater and Wastewater Analysis, Request for Proposal (RFP) No. ECS-2601.

The District intends to award a three year contract (with two options to renew for one year terms) for consulting services required to support the District with its groundwater monitoring and reporting requirements issued by the regulating Regional Water Quality Control Board. Additionally, services may be needed to negotiate these requirements as field conditions and permits evolve over time. The anticipated contract start date is September 1, 2026.

I. STATEMENT OF WORK
A. SCOPE
The East Bay Municipal Utility District (District) is a publicly owned utility formed under
the Municipal Utility District Act established in 1921. The District provides drinking
water service to approximately 1.4 million customers within Alameda and Contra Costa
Counties, in addition to providing wastewater treatment to about 740,000 of its
Alameda County customers.
It is the intent of these specifications, terms, and conditions to describe the consulting
services required to support the District with its groundwater monitoring and reporting
requirements issued by the regulating Regional Water Quality Control Board (RWQCB).
Additionally, services may be needed to negotiate these requirements as field
conditions and permits evolve over time.
The District intends to award a three-year contract (with two options to renew for one
year terms) to the Proposer(s) who best meets the District’s requirements. The
following includes a description of the scope of services:
Task 1 – Regulatory Groundwater Reporting
The District owns and operates two reservoirs located in the Sierra foothills. Pardee
Reservoir is the primary source for the District’s drinking water supply. Camanche
Reservoir operates as a flood control lake for Pardee Reservoir’s surplus water, in
addition to being a local drinking water supply source.
Both reservoirs are utilized as local recreation areas. Camanche North Shore Recreation
Area (CANS) and Pardee Reservoir Recreation Area (PARA) are located in Amador
County. Camanche South Shore Recreation Area (CASS) is located in Calaveras County,
where the District’s administration headquarters, Pardee Center (PACT), is also located.
The District provides water and wastewater service to the three recreation areas and
PACT. The four wastewater treatment plants are regulated either through a general or
site specific order (Order) issued by the Central Valley Regional Water Quality Control
Board (CVRWQCB). Each Order includes prescribed monitoring for the wastewater
treatment plant’s underlying groundwater aquifer.

wastewater treatment plants, denoted hereafter as “Pardee WWTPs.”

Task 2 – Optional, Technical Studies
The consultant may be requested to conduct technical studies for District facilities that
require regulatory groundwater monitoring. Example studies may include compliance
with the State Water Resources Control Board’s (SWRCB) anti-degradation policy and
basin plan water quality objectives; salt nutrient management plans, including
CVRWQCB’s CV Salts Programs; use attainability analysis; alternative treatment
technologies for small discharges; and/or Best Practical Treatment and Control
evaluation of wastewater discharge to land. There are no pending current technical
studies.
B. PROPOSER QUALIFICATIONS
1. Proposer Minimum Qualifications
a. Proposer, Proposer’s principal, or Proposer’s staff shall have been
regularly engaged in the business of providing consulting services for
regulatory groundwater and wastewater analysis for at least five years in
the San Francisco Bay Region and the Central Valley Region.
b. An understanding of SWRCB’s policies on groundwater anti-degradation
and recycled water; SWRCB’s General Order for Small Domestic
Wastewater Treatment Systems; CVRWQCB’s CV Salts Programs; and Basin
Water Quality Control Plans for San Francisco Bay and Sacramento
River/San Joaquin River Basins.
c. Hydrogeological project experience and knowledge of ambient
groundwater and surface water systems in the Central Valley and San
Francisco Bay geographic areas.
d. Expertise in current groundwater technologies and scientific studies,
including discharge of treated wastewater to land.
e. Experience in negotiations with the RWQCB’s Land Discharge Permitting
Unit and Compliance and Enforcement Unit.
f. Planning and implementation of recycled water projects and other
sustainable treatment strategies related to Best Practical Treatment and
Control evaluations.
g. Proposer shall possess all permits, licenses, and professional credentials
necessary to perform services as specified under this RFP.
