Invitation for Bids – #LB 25-007 Environmental Abatement & Disposal of Asbestos and Hazardous Materials & Demolition and Disposal of Residential and Commercial Structures in Genesee County Michigan, Sealed Proposals will be received by the Genesee County Land Bank Authority (GCLBA) for abatement and demolition of residential and commercial structures in Flint and Genesee County. Proposals will be received from pre-qualified contractors on GCLBA’s Bidder’s List at GCLBA main office located at 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, until 3:00 pm on Tuesday, February 3, 2026. Envelopes must be sealed and clearly marked with the bid number. All bids received will be opened and publicly read aloud.

The above referenced project is a federally funded activity authorized under the Coronavirus State and Local Fiscal Recovery Fund (SLFRF), 31 CFR Part 35, as amended. All successful bidders must comply with federal labor standards, which may include the Davis-Bacon Act and the Copeland Anti-Kickback legislation; federal equal opportunity requirements.

Minority and Woman business owned enterprises (MBE/WBE) and Section 3 business concerns seeking bid opportunities under this Project Notice are encouraged to respond.

The GCLBA reserves the right to waive any informality in any bid, to reject any or all bids, omit bid items, negotiate any part of the bid, or accept any bid that is considered most favorable to GCLBA. Bidders can request access Environmental Site Assessments, maps, and Pre-demolition surveys by emailing requests to ffinholm@thelandbank.org or jrobbins@thelandbank.org . Respondents will be invited to review information via Box.com. Bidders are not required to purchase a membership with Box.com, but should create a free account.  IFB responses must be submitted both via hard copy and electronic copy. Each respondent shall submit One (1) completed hard copy containing documents listed under SUBMITAL FORMANT and one (1) flash drive with ALL required documents in legible and readable in a clear, legible, 12-point font, and 8.5 by 11-inch format. The bid tab file on the flash drive should be in Excel or a similar spreadsheet format. Respondent is responsible for labelling the exterior of the sealed envelope containing the proposal response with the proposal number, proposal name, proposal due date and time, and your firm’s name.

Information on sampling and pumping/discharging water from flooded basements/foundations can be found at https://www.thelandbank.org/contracts_bids.asp . Contractors are to follow these procedures for dewatering as necessary in the City of Flint.

  1. Questions and Answers:
    Q: What are we bidding on for 1402 Welch Blvd?
    A: Only the garage is to be demolished to slab. Drive, house, other site improvements are to be protected.

    Q: We are working on this bid and noticed that the survey for 1654 Mable Ave has not been uploaded to Box.
    A: No survey for structures burned to the ground per EGLE. We’ll provide an email from EGLE representative in support. To be treated as containing for demolition.

    Q: Will GCLBA be conducting post-abatement air clearances on this bid?
    A: Successful bidder will have to identify all abatement projects utilizing a Negative Pressure Enclosure for abatement and will need to coordinate with GCLBA so GCLBA’s Qualified Environmental Professional can conduct an air clearance in addition to the those the Contractor completes for their own records. Pre-abatement and Pre-demolition Walk-through process as described in specifications always applies.
  1. Updated Wage Determination to be utilized is attached as Attachment 1.
  1. Surveys added 1/14/26 for 811 Fairbanks and 1526 Bennett Ave.
  1. Survey for 3310 Collingwood corrected- roofing material was corrected to homogenous area (HA) 1. Chimney tar was changed to HA2 to match lab data.

  1. Survey for 811 Fairbanks corrected. Per lab data HA #23 12" yellow floor tile - layer 3 of 4 contains 1.5% ACM by PC, previously reported in report NAD. Sample 5.1-5.3 was added to laboratory results summary table - updated tables/figure for HA23 as ACM.
