ADVERTISEMENT FOR BID #4835Notice is hereby given that the City of St. Charles will receive sealed proposals at City Hall,Engineering Office, 200 North Second Street, St. Charles, Missouri until 2:00 p.m. local time, onJune 12th, 2026, at which time all bids for the Main Street Extension Project will be publiclyopened and read.The project will construct 0.3 miles of the Main Street right-of-way corridor between Clark Streetand Montgomery Street and reconstruct 0.06 miles of the Riverside Drive right-of-way corridorbetween Adams Street and Clark Street, including, but not limited to: Removal of Improvements,New curb line on both sides of the roadway, New roadway pavement and grading, Multi-useconnectivity to the Katy Trail, New ADA-compliant sidewalk and curb ramps with an amenitieszone, Special ditch with a retaining wall, Introducing one row of parking on each side of theextended Main Street segment, New lighting along the roadway, New inlets and storm sewerconnecting an adjacent drainage project and a new river outfall, New water infrastructure,Undergrounding of existing utilities into duct banks, and Driveway reconstruction.A Pre-Bid Conference and site visit will be conducted for this Project. Attendance at the Pre-Bid Conference and the site visit is mandatory. Bidder failure to attend the Pre-BidConference and the site visit are grounds to declare a bid nonresponsive. The meeting willbe held on site at the east side of the Foundry Art Centre Parking Lot, 520 N Main Ctr, SaintCharles, MO 63301, on May 20, 2026, at 10 AM or at City Hall, 200 North Second Street, St.Charles, MO 63301 in the case of inclement weather. The site visit is anticipated to take 2hours.The bid proposal shall be made on a form of proposal, provided in the specifications and deliveredin a sealed envelope clearly marked on the outside Bid No. 4835 to the Engineering Office on orbefore the time specified above. No facsimiles will be accepted. The proposal shall beaccompanied by a bid bond, certified check or cashier's check of a bank or trust company in St.Charles County, City of St. Charles, St. Louis County, or in the City of St. Louis for an amountnot less than five (5%) percent of the bid amount. The amount of the check shall be forfeited tothe City if the bidder neglects or refuses to enter into a contract or to furnish bond after theirproposal has been accepted.The City reserves the right to reject any and all bids, offers, or proposals submitted, or to advertisefor new bids with the MoDOT’s concurrence. The City reserves the right to defer the acceptanceof any proposal and the execution of a contract for a period not exceeding one hundred twenty(120) days after the date of opening of the bids. The successful bidder to whom the contract hasbeen awarded shall sign the contract and performance bond and other required certificates intriplicate and return the signed documents within fifteen (15) days after the date of their receipt.The City of St. Charles hereby notifies all bidders that it will affirmatively ensure that in anycontract entered into pursuant to this advertisement, businesses owned and controlled by sociallyand economically disadvantaged individuals will be afforded full opportunity to submit bids inresponse to this invitation and will not be discriminated against on the grounds of race, color,religion, creed, sex, age, ancestry, or national origin in consideration for an award.Advertisement for Bid No. 4835Page 2The City of St. Charles is an equal opportunity employer. Thecontractor questionnaire must be on file 7 days prior to bid opening.The DBE goal for this project is 0%Plans and specifications are now on file at http://planroom.drexeltech.com. Plans andspecifications can be downloaded or ordered from this site for the fee listed online.Missouri Law, 292.675 RSMO, requires any awarded contractor and its subcontractor(s) toprovide a ten-hour Occupational Safety and Health Administration (OSHA) ConstructionSafety Program (or a similar program approved by the Missouri Department of Labor andIndustrial Relations as a qualified substitute) for their on-site employees (laborers,workmen, drivers, equipment operators, and craftsmen) who have not previously completedsuch a program and are directly engaged in actual construction of the improvement (orworking at a nearby or adjacent facility used for construction of the improvement). Theawarded contractor and its subcontractor(s) shall require all such employees to completethis ten-hour program, pursuant to 292.675 RSMO, unless they hold documentation on theirprior completion of said program. Penalties, for Non-Compliance include contractorforfeiture to the Contracting Authority in the amount of $2,500, plus $100 per contractorand subcontractor employee for each calendar day such employee is employed beyond theelapsed time period for required program completion under 292.675 RSMO.The successful bidder and contractor will be furnished, without cost, not more than three (3) setsof plans and specifications for the project. If more are requested, additional sets will be furnishedat a nominal charge.
