Introduction & Purpose
This request is to select a professional engineering firm to provide construction documents,
bidding and construction management assistance for improvements at Huntley Hills Park.
Offerors are invited to demonstrate their capabilities to perform the following services which
will include, but are not limited to:
- Ability to provide civil engineering, landscape architecture and structural design of the project;
- Ability to prepare construction documents and permitting;
- Ability to provide bidding assistance;
- Ability to provide construction project management.
Scope of Work
The intent of this scope of work is to provide all professional services normally anticipated for
design, permitting, and construction phase services for a project of this type. Offerors may
add to, or alter, the following scope of work, as they see fit to accomplish the work.
Specifically, the selected offeror will provide professional engineering services for the design
of Huntley Hills Park based upon the following assumptions:
(1) Design based on the boundary, topography and underground utility survey.
(2) Design documents based on the approved master plan, see Appendix B, and the outcome
of two (2) additional public input meetings conducted by the selected firm for this project.
(3) Permitting will be required with DeKalb County.
(4) Geotechnical services, if required, will be provided by the City.
(5) Offeror will provide project management, civil engineering, landscape architecture and
structural design for the project.
(6) Offeror will procure sub-consultants for the project.
(7) Photometric studies will be needed for the field, parking lot and pathway lighting.
(8) A perennial stream, with associated regulatory riparian buffers, traverses the site. Offeror
shall incorporate a planned streambank stabilization project, currently in design by an
outside consultant, into the master plan. These improvements will primarily consist of in-
channel structures. The City will provide approved design plans and/or construction as-builts,
depending on timing of implementation. Offeror shall evaluate potential additional stream
restoration and/or buffer revegetation efforts to add to this project that can further mitigate
erosion.

(9) A special flood hazard area encompasses much of the site. The master plan must
contemplate impacts to the floodplain in compliance with the local stormwater ordinance.
(10) Stormwater management design shall achieve both water quality/runoff reduction and
channel protection. Infiltration-based, vegetative green infrastructure practices should be
contemplated in addition to underground detention.
(11) Land disturbance will be greater than 1 acre, therefore 3-phase erosion control plans and
submittal of an NOI will be required.
(12) No GDOT permitting will be required.
(13) New pavilions will be prefabricated structures and approximately 25’ x 15’.
(14) Irrigation design is included in scope. An irrigation pump is not required.
(15) Water and Electrical service are located within the survey area. Offsite utility design is not
included in the scope.
(16) Meetings are limited to those defined in the scope of services.
(17) Plans will be distributed to prospective bidders as PDF’s.
(18) Reimbursable expenses for mileage and printing included in the scope of services.
(19) Permitting fees, if any, will be provided by Client.
(20) Construction duration is expected to be 12 months.
(21) Construction meetings will occur bi-weekly.
The scope of work shall consist of, but not be limited to, public input meetings; schematic
design; design development; construction documents and permitting; bidding assistance; and
construction project management. These tasks are outlined below.
1. Preliminary Activities
A. Hold Kick-Off Meeting
Hold a kick-off meeting at the City offices or the project site to review the scope of work,
