Specifications: The Technical Specifications consist of three (3) parts: General, Products, and Execution.The General part of a Specification contains General Requirements which govern the Work. The Productsand Execution parts modify and supplement the General Requirements by detailed requirements for theWork and shall always govern whenever there appears to be a conflict.B. Scope of Work:1. The Work to be done consists of the furnishing of all labor, materials, and equipment, and theperformance of all Work included in this Contract.2. Work Included:a. The Contractor shall furnish all labor, superintendence, materials, plant power, light, heat,fuel, water, tools, appliances, equipment, supplies, and means of construction necessaryfor proper performance and completion of the Work. The Contractor shall obtain and payfor all necessary local building permits. The Contractor shall perform and complete theWork in the manner best calculated to promote rapid construction consistent with safetyof life and property and to the satisfaction of the Engineer, and in strict accordance withthe Contract Documents. The Contractor shall clean up the Work and maintain it duringand after construction, until accepted, and shall do all Work and pay all costs incidentalthereto. He shall repair or restore all structures and property that may be damaged ordisturbed during performance of the Work.b. The cost of incidental work described in these Project Requirements, for which there areno specific Contract Items, shall be considered as part of the general cost of doing theWork and shall be included in the prices for the various Contract Items. No additionalpayment will be made, therefor.c. The Contractor shall provide and maintain such modern plant, tools, and equipment asmay be necessary, in the opinion of the Engineer, to perform in a satisfactory andacceptable manner all the Work required by this Contract. Only equipment of establishedreputation and proven efficiency shall be used. The Contractor shall be solely responsiblefor the adequacy of his workmanship, materials, and equipment, prior approval of theEngineer notwithstanding.3. Public Utility Installations and Structures:a. Public utility installations and structures shall be understood to include all poles, tracks,pipes, wires, conduits, vaults, manholes, and all other appurtenances and facilitiespertaining thereto whether owned or controlled by the Owner, other governmental bodies,or privately owned by individuals, firms, or corporations, used to serve the public withtransportation, traffic control, gas, electricity, telephone, sewerage, drainage, water, orother public or private property which may be affected by the Work shall be deemedincluded hereunder.01000 - 1b. The Contract Documents contain data relative to existing public utility installations andstructures above and below the ground surface. These data are not guaranteed as to theircompleteness or accuracy, and it is the responsibility of the Contractor to make his owninvestigations to inform himself fully of the character, condition, and extent of all suchinstallations and structures as may be encountered and as may affect the constructionoperations.c. The Contractor shall protect all public utility installations and structures from damageduring the Work. Access across any buried public utility installation or structure shall bemade to avoid any damage to these facilities. All required protective devices andconstruction shall be provided by the Contractor at his expense. All existing public utilitiesdamaged by the Contractor shall be repaired by the Contractor, at his expense. Noseparate payment shall be made for such protection or repairs to public utility installationsor structures.d. Public utility installations or structures owned or controlled by the Owner or othergovernmental body, which are shown on the Drawings to be removed, relocated, replaced,or rebuilt by the Contractor, shall be considered as a part of the general cost of doing theWork and shall be included in the prices bid for the various Contract Items. No separatepayment shall be made therefor.e. Where public utility installations of structures owned or controlled by the Owner or othergovernmental body are encountered during the course of the Work, and are not indicatedon the Drawings or in the Specifications, and when, in the opinion of the Engineer,removal, relocation, replacement, or rebuilding is necessary to complete the Work underthis Contract, such Work shall be accomplished by the utility having jurisdiction, or suchWork may be ordered, in writing by the Engineer, for the Contractor to accomplish. If suchwork is accomplished by the utility having jurisdiction it will be carried out expeditiously,and the Contractor shall give full cooperation to permit the utility to complete the removal,relocation, replacement, or rebuilding as required. If the Contractor accomplishes suchwork, it will be paid for as extra work as provided in the Agreement.f. The Contractor shall, at all times in performance of the Work, employ acceptable methodsand exercise reasonable care and skill so as to avoid unnecessary delay, injury, damage,or destruction of public utility installations and structures; and shall, at all times in theperformance of the Work, avoid unnecessary interference with, or interruption of, publicutility services, and shall cooperate fully with the owners thereof to that end.g. The Contractor shall give written notice to Owner and other governmental utilitydepartments and other owners of public utilities of the location of his proposedconstruction operations, at least 48-hours in advance of breaking ground in any area oron any unit of the Work.h. The maintenance, repair, removal, relocation, or rebuilding of public utility installations andstructures, when accomplished by the Contractor as herein provided, shall be done bymethods approved by the owners of such utilities.1.02 DRAWINGS AND PROJECT MANUALA. Drawings: When obtaining data and information from the Drawings, figures shall be used in preferenceto scaled dimensions, and large-scale drawings in preference to small-scale drawings.B.
