FHI 360 works in more than 70 countries acrosssectors including global health, education, economic development, civil society, and research.Through the Strengthening Infectious Disease Detection Systems (STRIDES) Activity, FHI 360supports partner countries to strengthen their capacity to prevent, detect, and respond toinfectious disease threats. STRIDES focuses on strengthening national surveillance systems,laboratory networks, workforce capacity, and data systems needed for effective outbreakdetection and response.Madagascar remains vulnerable to outbreaks of epidemic-prone diseases due to structural healthsystem challenges, natural disasters, and uneven immunization coverage. Recent outbreaks ofmeasles, plague, dengue, and circulating vaccine-derived poliovirus underscore the continuedneed for strong disease surveillance and laboratory systems.STRIDES will support Madagascar in strengthening surveillance systems, laboratory capacity, anddata use for public health decisions as related to polio and maternal and child health (MCH).To initiate implementation, FHI 360 seeks a consultant to conduct a scoping exercise and leaddevelopment of the STRIDES Madagascar Polio/MCH Year 1 Work Plan, including stakeholderconsultations, refinement of the approved scope of work, and development of a costedimplementation plan.Purpose of Consultancy:The STRengthening Infectious disease DEtection Systems (STRIDES) Activity is seeking aPolio/MCH consultant to lead the development of the STRIDES Madagascar Polio/MCH Year 1Work Plan, including conducting a scoping visit to Madagascar, consulting with key stakeholders,Consultant SolicitationMarch 2026both government and non-government, refining program priorities, and preparing a costed workplan for submission and approval by the U.S. Government.The consultant will support STRIDES to synthesize assessment findings, develop and refine priorityactivities according to the statement of work for Polio and MCH, draft and finalize technical inputs,recommendations and action plans.Scope of Work:The consultant will work under the direction of the STRIDES Polio/MCH Technical Advisor todevelop the STRIDES Madagascar Polio/MCH Year 1 workplan.Task 1 – Pre-Scoping PreparationThe consultant will:• Review the STRIDES Madagascar Polio/MCH Statement of Work and relevant programdocumentation.• Conduct preliminary consultations with STRIDES leadership and U.S. Governmentcounterparts in collaboration with the Technical Advisor-Polio.• Identify priority stakeholders and prepare a consultation plan for the in-country scopingvisit.• Prepare briefing materials to support stakeholder consultations.Task 2 – Madagascar Scoping VisitThe consultant will conduct an in-country structured scoping exercise.During the visit the consultant will:• Meet with U.S. Embassy staff and U.S. Government representatives to review the STRIDESscope of work and refine implementation priorities.• Conduct consultations with Government of Madagascar counterparts, including theMinistry of Public Health and relevant surveillance and laboratory directorates.• Engage with national laboratory partners, including the Institut Pasteur de Madagascar andother laboratory network stakeholders.• Meet with key global health partners, including country Global Polio Eradication Initiativeteams, and MCH stakeholders, supporting surveillance, laboratory strengthening, andimmunization activities.• Identify priority geographic areas and populations for STRIDES support.• Identify opportunities for coordination and collaboration with existing programs andpartners.• Assess operational considerations for implementation including coordinationmechanisms, partner engagement, and logistics.Task 3 – Work Plan DevelopmentFollowing the scoping visit, the consultant will lead the preparation of the STRIDES MadagascarYear 1 Work Plan, including:• Defining priority activities aligned with STRIDES technical objectives.• Developing implementation approaches and activity sequencing.Consultant SolicitationMarch 2026• Identifying potential subcontractors or partners and coordinating development of scopes ofwork as required.• Providing budget inputs and cost assumptions to the STRIDES finance team.• Providing input to the STRIDES Monitoring, Evaluation, and Learning (MEL) team onindicators and monitoring priorities.• Drafting the Year 1 work plan and coordinating internal review.Task 4 – Work Plan FinalizationThe consultant will:• Revise the draft work plan based on feedback from STRIDES leadership and technicalteams.• Address comments received from the U.S. Government and other stakeholders.• Finalize the Year 1 Madagascar STRIDES Polio/MCH Work Plan for submission.Deliverables and Timeline:As mentioned above, we anticipate a consultancy agreement for an 8-week period.
