Project DescriptionProfessional engineering services are being requested to provide investigation, design, permitting, and constructionadministration for continued improvements at various locations along the Little Miami Scenic Trail, including, but notlimited to, bridges, trail slips, resurfacing, and drainage improvements.The Little Miami State Park, operated by the Ohio Department of Natural Resources (ODNR) Division of Parks andWatercraft, was established in 1979. Within the park is the Little Miami Scenic Trail; a 50-mile-long paved multi-use trailthat averages 1.5 million uses per year. Formerly a railroad, the trail is noted as the longest single trail in the Miami ValleyTrails network. It parallels the scenic Little Miami River and connects numerous communities through Hamilton, Clermont,Warren, and Green Counties.ODNR intends to complete the following improvements along the Little Miami Scenic Trail: resurfacing, bridge rehab,bridge replacement, culvert and/or drainage improvements. Scope of work to be focused across the following three areas.• Camp Dennison Bridge• Shawnee Run Bridge• General stream crossings (small bridges and culverts), asphalt resurfacing, bank stabilization and otherimprovements as determined.ODNR anticipates this project to be completed in phases. Design firms will develop, in coordination with the owner, aphased plan to complete the construction components.This project incorporates funding by the Land & Water Conservation Fund (LWCF). All consultants and contractors will beresponsible for assisting ODNR with reporting requirements. All regulatory and environmental regulations and permittingwill be the responsibility of the A/E selected for this project. Archaeological assessments may be required depending onproperty type and location.While ODNR anticipates services from the selected Consultant throughout the Little Miami Scenic Trail. Scope of ServicesThe selected firm will be responsible for reviewing relevant historical reports, prior assessments, inspections, and anyadditional documentation provided by ODNR. The selected firm shall apply for and obtain all necessary regulatorypermits, maintain current estimates of probable construction costs through the design, and assist with bidding andconstruction administration services. Topographic surveying, geotechnical investigation, boundary surveying, ecologicalassessments, and cultural resources assessments will be required. Permitting and/or coordination with United StatesArmy Corps of Engineers (USACE), United States Fish and Wildlife Service (USFWS), ODNR Division of Wildlife, OhioEnvironmental Protection Agency (OEPA), State Historic Preservation Office (SHPO), and the local floodplainadministrator will be required. The selected firm will provide the engineering assessments and calculations needed toadvance the design, including structural, geotechnical, and hydraulics.As required by the Agreement, and as properly authorized, provide the following categories of services: ProgramVerification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support,Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types.The project and construction budget as listed in this RFQ is estimated.Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services requiredfor each. A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov.During the construction period, provide not less than 12 hours (excluding travel time) on-site construction administrationservices each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-siterepresentation comprised of the A/E and its consultant staff involved in the primary design of the project, all havingrelevant and appropriate types of construction administration experience.Please list all major scope services needed to complete the selection process for successful project delivery. The specificscope of services must state particular building types, functional design or specialized professional services required toevaluate the level of experience of each applicant firm (e.g. parking garage, kitchen design, correctional facility, medicalfacility). The scope of services should also define the types of basic and additional professional design and administrationservices necessary for the project (e.g. LEED credentials and experience, previous experience with local jurisdiction orsimilar sites, previous experience working with the State of Ohio, Building Information Modeling (“BIM”) experience andtraining, specific BIM and Owner-defined requirements, level of development to be achieved within BIM models, BIMdeliverables, and Owner’s intended use of BIM models after construction). This information will be used by each applicantto populate the Relevant Project Experience Matrix in Section F of Form F110-330.For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (FormF110-330), below is a list of relevant scope of work requirements for this RFQ:1. Experience in managing trail improvement construction projects while simultaneously preserving trail useraccess;2. Experience with environmental permitting and cultural resources assessment services, including appropriateODOT prequalification in the following categories: ecological surveys, waterway permits, mitigation, andcultural resources;3.
