Proposers are responsible for making certain their proposal documentation is complete and is received by MCRWMA on or before the closing deadline. MCRWMA is not liable for any costs incurred by proposers in responding to the RFP. MCRWMA reserves the right to accept or reject any and all proposals or to cancel this solicitation at its discretion. Requests for changes or clarifications must be submitted in writing by the deadline indicated in the RFP. Any alterations to the RFP will be made by written addenda only. All proposals submitted in response to this solicitation shall become the property of MCRWMA. Proposals shall remain confidential until issuance of the Notice of Intent to Award, after which they shall become a matter of public record and be subject to disclosure under the California Public Records Act, except to the extent exempt from disclosure under applicable law.
