REQUEST FOR QUALIFICATIONS/PROPOSALSCITY OF GREENFIELDWASTEWATER TREATMENT PLANT UPGRADE CONSTRUCTIONMANAGEMENT SERVICESThe City of Greenfield (City) has prepared this Request for Qualifications/Proposals(RFQ/P) for construction management (CM) services during construction of the City’snew Wastewater Treatment Plant (WWTP), Monterey County, California.Proposal Due Date: May 8, 2026, 3:00 p.m. local time, via PlanetBids. Anyproposals received after this date/time will be rejected.Proposal Delivery Location: A Request for Qualifications will be available on theCity’s website and on PlanetBids beginning Friday, April 10,2026. Applicantsmust register for the specific project on Planet Bids to receive addendum updatesand to submit their SOQ. It is in northeastern Monterey County, alongUnited States (US) Route 101, approximately 95 miles south of San Jose. The City hasa total area of 2.1 square miles and is surrounded by unincorporated agricultural land.Approximately 91% of the City’s residents identify as Hispanic or Latino, with apopulation of 18,937 recorded in the 2020 U.S. Census. The City is classified as adisadvantaged community (DAC), meaning that residents predominantly earn below80% of the State median household income. The City’s existing wastewater treatmentplant (WWTP) consists of a primary treatment plant followed by a secondary pondsystem, with effluent disposal by percolation ponds. The plant has under-performed inrecent years, and not capable of complying new waste discharge requirements issuedby the Regional Water Quality Control Board (Regional Board).On September 25, 2020, the RWQCB adopted WDR Order No. R3-2020-0020 forDischarges from Domestic Wastewater Systems with Flows Greater than 100,000Gallons per Day (General Order). This General Order includes more stringent effluentCity of Greenfield RFQ/P FOR CM Services1 of 104/10/2026REQUEST FOR QUALIFICATIONS/PROPOSALSCITY OF GREENFIELDCM SERVICES FOR CONSTRUCTION OF WASTEWATERTREATMENT PLANT UPGRADEquality limitations to achieve groundwater quality objectives, including an effluent totalnitrogen limit of 10 mg/L. The City will be constructing a new 2.0 mgd modular packagemembrane bioreactor (MBR) treatment plant, capable of meeting these more stringenttreatment requirements. The new WWTP will be located on the same site as theexisting primary plant facilities, on the northeast end of Walnut Avenue.As part of the new WWTP construction, the City has a procurement agreement for thepackaged membrane bioreactor (MBR) treatment modules, that will be manufacturedand installed by Cloacina, Inc., Arroyo Grande, CA. The contract with Cloacina, Inc. willbe assigned to the awarded construction contractor.This project will receive grant funds through the Clean Water State Revolving Fund(CWSRF), and the funding Agreement was issued April 8, 2026. Once an agreement isfinalized with CWSRF the District intends to issue bid documents for construction, withconstruction award anticipated Fall 2026 at the earliest. The City desires to have theCM team on board by summer 2026, to begin early tasks that may include valueengineering, final plan check reviews prior to bid, and assisting the City with varioustasks including permitting, environmental compliance and other activities related toconstruction startup. The Project construction duration (which includes bid period,construction, close-out/substantial completion, issuance of record drawings/O&MManuals) is anticipated to be 36 months.INFORMATION AVAILABLEConsultants are encouraged to review current available project-related informationelectronically; such documents will be made available by download via PlanetBids. Asite visit to the existing WWTP site may be conducted only during the day of the pre-proposal meeting. This site visit will be conducted with all consultants as a group; noindividual site visits will be accommodated. Allinquiries will be responded to via PlanetBids. The origination of the questions will notbe disclosed. All inquiries must be received no later than May 1, 2026 (close ofbusiness) in order to receive responses from the City. Inquiries received after thisdeadline will not be considered or responded to.Each proposal team will be allowed one 1-hour web-based teleconference meeting withthe City, separate from the pre-proposal meeting to get further acquainted with theProject and City staff. Arrange for such meeting through Alejandra Gil-Mares, via email,at the email address indicated earlier in this RFQ/P. Individual meetings withsubconsultants will not be accommodated; however, subconsultants may participate inthis single web-based teleconference meeting.MANDATORY PRE-PROPOSAL MEETINGA mandatory pre-proposal meeting will be held on Thursday, April 23, 2026 from10:00 a.m. to 11:00 a.m., in the City Council Chambers, located at 599 El CaminoReal, Greenfield, CA 93927. Attendance is mandatory (in-person or byTeams/web-based meeting platform is acceptable) for all prime consultants, but isnot mandatory for subconsultant team members. The City will present an overview ofthe project and will review the proposal requirements. The City will answer anyquestions from attendees during the meeting; however, only written amendments to thisRFQ/P will be considered official modifications to this RFQ/P. Consultants areencouraged to visit the project site immediately following this pre-proposal meeting toacquaint themselves with the project. The City will take Consultants to the existingwastewater plant site, as well as the existing effluent disposal fields.ADDENDA TO RFQ/PThrough the course of the proposal development, consultants may raise questionsconcerning the RFQ/P, which may impact proposals. The City will issue addenda (viaPlanetBids) as necessary to further clarify the requirements and expectations of theRFQ/P. The City reserves the right to issue addenda up to 5 business days prior to thedue date of the proposal, without time extension of the proposal due date. At the timeeach addendum is issued, consultants shall acknowledge receipt by immediately faxingthe acknowledgment form (included with the addendum) to the City.GREENFIELD – RFQ/P FOR CM Services3 of 154/10/2026REQUEST FOR QUALIFICATIONS/PROPOSALSCITY OF GREENFIELDCM SERVICES FOR CONSTRUCTION OF WASTEWATERTREATMENT PLANT UPGRADEPROPOSAL REQUIREMENTSSubmit One Proposal. Prime consultants shall be limited to only one proposal/projectteam for the Project. Subconsultants, however, may be included in multiple proposalswith various prime consultants.Proposal Rejection or Withdrawal. Late proposals (submitted after the specified duedate/time) shall be rejected by the City, and returned un-opened to the Proposer. TheCity reserves the right to accept or reject any or all proposals. Proposals may bewithdrawn by a signed written request submitted to the City at any time prior to 5 p.m. ofthe due date of the proposal.Project Manager. The Project Manager shall be the same person named as ProjectManager in the Proposal, and shall be dedicated to this Project as appropriate toexecute the project in a timely and effective manner. Should the designated ProjectManager not be able to fulfill this commitment during the course of the Project, theConsultant shall notify the City within 10 working days of proposed personnel change,and shall submit the qualifications of the new proposed Project Manager, subject toapproval by the City.Agreement. Upon being selected for this Project, Consultant and City will negotiateterms and conditions identified in Consultant’s proposal. The City’s standardAgreement is included as Attachment A. The City will negotiate such requirements withthe selected Consultant; however, the Proposer shall bear in mind that should a fundingagency used by the City require specific terms and conditions not included in City’sAgreement, Consultant shall abide by all funding agency requirements withoutexception. This Agreement and RFQ/P is for providing construction managementservices for the construction of the Greenfield WWTP Upgrade.Agreement Execution. The selected consultant shall execute the written contract withthe City within 10 working days after notice of award has been granted by the City.Failure to accept and execute the Agreement will cancel the notice of award, and theCity will continue negotiations with the next highest ranked firm.Proof of Insurance. Consultant shall provide proof of insurance in the form, coverages,and amounts specified in the Agreement within 7 working days following notice ofcontract award. Such insurance proof shall be a pre-condition of contract execution.PROPOSAL FORMATGeneral. Proposals shall be prepared in accordance with the format specified in thissection. Proposals that do not follow this format will be subject to rejection by the City.Provide proposals in the following format:GREENFIELD – RFQ/P FOR CM Services4 of 154/10/2026REQUEST FOR QUALIFICATIONS/PROPOSALSCITY OF GREENFIELDCM SERVICES FOR CONSTRUCTION OF WASTEWATERTREATMENT PLANT UPGRADE• Letter of Transmittal. Provide a brief transmittal letter (2 pages maximum)transmitting the proposal to the City.• Table of Contents.• Section 1. Project Understanding and Approach. Provide your team’sunderstanding and approach to the overall project. Discuss issues andconcerns, and express your ideas and methodology on how best to approachand execute the project. Include your approach to project management,teamwork, participation and facilitation of Partnering and Value Engineeringsessions, Contractor Incentives, communications, quality assurance/control,and cost and schedule controls. Describe your team’s experience with variousfunding agencies for similar type projects.• Section 2. Project Team/Qualifications. Provide an organization chartshowing your CM team, organization/lines of communication, and teammember qualifications germane to this project. Clearly state your proposedproject manager and Construction Site Manager, and correspondingqualifications. Include all subconsultants as part of the proposed team, anddescribe your past working relationships with each subconsultant. Include onyour team a Certified Value Specialist (CVS), and Partnering Facilitatormeeting the requirements stated in the Scope of Work. Full resumes shall beplaced in Appendix A. Team member references shall be included inAppendix B. Provide a minimum of three references, two of which must befor the proposed Project Manager, and one of which must be for the proposedConstruction Site Manager. State the contact/agency name, brieftitle/description of project, contact telephone number.• Section 3. Relevant Project Experience. Provide your team’s relevantproject experience as it relates to the nature of this project, including theexperience of proposed subconsultants. Include municipal constructionprojects of similar nature, magnitude and complexity to this project, andincluding similar experiences with grant funded projects, Partnering, andValue Engineering. Provide the year(s) the Work was performed, and identifykey team members and their roles on the project. Projects listed should bespecifically relevant to key aspects of the City’s wastewater treatment plantupgrade Project.• Section 4. Scope of Services.
