Brunswick County is soliciting bids from qualified contractors to furnish all labor, materials, equipment, permits, and services necessary to supply and erect a pre-engineered steel structure to serve as a covered equipment storage facility located at 179 March 9, 1764 Drive, Bolivia, NC 28422. The structure will be open sided with no walls and must be designed and constructed in accordance with the North Carolina State Building Code and all Brunswick County requirements.
Bids must be received no later than January 23, 2026, at 10:00 am ET. Brunswick County will not be responsible for the failure of any mail or delivery service to deliver a bid prior to the stated date and time. Incomplete Bids or bids inconsistent with the required format shall be disqualified from consideration.
Those interested should submit one (1) hard copy or one (1) electronic copy of the bid. Bids may be mailed, hand delivered, or emailed to the following:

OVERVIEWBrunswick County is soliciting bids from qualified contractors to furnish all labor, materials,equipment, permits, and services necessary to supply and erect a pre-engineered steel structure toserve as a covered equipment storage facility located at 179 March 9, 1764 Drive, Bolivia, NC28422. The structure will be open sided with no walls and must be designed and constructed inaccordance with the North Carolina State Building Code and all Brunswick County requirements.Brunswick County has established the following objectives for this project. Any changes to thespecifications or Scope of Work will be made in the form of an Addendum to this Invitation to Bidand will be supplied to all known prospective contractors and posted on the Brunswick Countywebsite. Notwithstanding the foregoing, contractors will be responsible for ensuring that they haveall addenda. Brunswick County may negotiate and refine the final Scope of Work with the selectedcontractor. Brunswick County reserves the right to negotiate additional services with the selectedcontractor at any time after the initial contract award.2. SCOPE OF WORKContractor Responsibilities:o Provide engineered design drawings, calculations, and engineer stampedsubmittals.o Obtain all required Brunswick County building permits and schedule inspections.o Excavate, form, reinforce, and pour concrete footings/piers as required byengineering.o Supply and erect pre-engineered steel frame system, including roof panels, trim,flashing, and all hardware.o Ensure proper alignment, bolting, welding (if required), and fastening permanufacturer specifications.o Provide touch-up coatings, weatherproofing, and cleanup of worksite.County Responsibilities:o Furnish a site plan and mark building corners.o Perform site grading and leveling prior to contractor mobilization.Exclusions:o Concrete slab or pavement.o Wall panels or enclosures.o Electrical, plumbing, or mechanical systems.o Interior build-out or finishes.o Site clearing or grading (to be completed by County).23. SPECIFICATIONSo Dimensions: Seventy-five (75) feet wide x One Hundred Twenty-five (125) feetlong clear span.o Structure: Pre-engineered red steel frame system with roof covering only.o Height: Minimum sixteen (16) feet at the eaves.o Overhangs: Two (2) feet on all sides.o Foundation: Concrete footings/piers for all vertical columns (no full slab).o Warranty: One (1) year workmanship; twenty (20) year manufacturer.o Code Compliance: Must be engineered and rated to meet North Carolina BuildingCode.4. LICENSINGAll contractors are hereby notified that they must have proper licenses as required under the statelaws governing their respective trades. General Contractors are notified that Chapter 87 of theGeneral Statutes of North Carolina, as applicable, will be observed in receiving and awardinggeneral contracts. Contractor will be required to provide proof of applicable licensure.5. SITE VISITA site visit is not mandatory prior to submitting a bid for the work. Please contact Jeff Gaskill viaemail at Jeff.Gaskill@brunswickcountync.gov if a preview of the site is needed.6. QUESTIONS/ADDENDAQuestions or requests for further information regarding this Invitation to Bid shall be submitted inwriting to the attention of Donna Donahue at donna.donahue@brunswickcountync.gov no laterthan January 13, 2026, at 1:00 pm ET. A copy of all questions, further clarifications and answerswill be made in the form of an Addendum to this Invitation to Bid and will be provided to allknown bidders and posted on the County’s website. Notwithstanding the foregoing, bidders willbe responsible for ensuring that they have all addenda.Bidders are expressly prohibited from contacting any Brunswick County official oremployee regarding this Invitation to Bid, except in the manner noted in this section. Aviolation of this provision is grounds for the immediate disqualification of the bidder.7. SCHEDULEThe work shall begin within ten (10) days of issuance of a Notice to Proceed by Brunswick Countyand shall be completed within one hundred eighty (180) days of issuance of the Notice to Proceed.There may be limitations on when the work may be performed based on the operational needs ofthe County. Contractor shall provide a detailed proposed schedule with its submitted bid.38. BID DEADLINE AND SUBMITTAL REQUIREMENTSBids must be received no later than January 23, 2026, at 10:00 am ET. Brunswick Countywill not be responsible for the failure of any mail or delivery service to deliver a bid prior tothe stated date and time. Incomplete Bids or bids inconsistent with the required format shallbe disqualified from consideration.Requirements:• A cover letter on contractor’s letterhead, signed by an authorized representative ofcontractor, expressly agreeing to Brunswick County’s terms and conditions contained inthis Invitation to Bid and its attachments.• The contractor’s name or company name, address, and telephone number.• The name, address, and telephone number of company representatives with the authorityto answer questions or provide clarification regarding the bid’s contents.• A list of key personnel to be assigned to perform the services and each person’squalifications. Personnel should possess relevant and diverse knowledge and expertise intheir respective fields.• The names of any and all subcontractors expected to perform services in connection withthe project and their qualifications. Include the estimated percentage of work that eachsubcontractor is expected to perform. Brunswick County reserves the right to accept orreject any proposed subcontractor.• A detailed Bid Form in substantially the form attached hereto and incorporated herein byreference.• A full description of services and processes that will be implemented and ongoing tocomplete the project in the most efficient, timely and comprehensive manner. RIGHT TO SUBMITTED BIDS AND SUPPORTING DOCUMENTSAll written correspondence, bids, and supporting documents received by Brunswick County inconnection with this Invitation to Bid will become the property of Brunswick County. BrunswickCounty reserves the right to use any ideas in a bid or supporting documents regardless of whetherthe bid is selected.11. FORM OF AGREEMENTIn addition to the terms and conditions contained in this Invitation to Bid, by submitting a bid,contractor, if selected, agrees to enter into and be bound by the provisions of a Construction orRepair Agreement in substantially the form attached hereto and incorporated herein by reference.To the extent that any of the terms of this Invitation to Bid and the terms of the Construction orRepair Agreement conflict, the terms of the Construction or Repair Agreement shall prevail. Noagreement will be valid until it has been fully executed by the parties. Contractor may notperform any services until the Construction or Repair Agreement is fully executed by bothparties.12. INSURANCETo the extent applicable, contractor must procure and maintain in full force and effect during theterm of any agreement with Brunswick County, or the renewal of any agreement with BrunswickCounty, the insurance coverage set forth in the Minimum Insurance Requirements attached heretoand incorporated herein by reference.13. BID CONDITIONSSubmission of a bid indicates explicit acceptance by the contractor of the terms and conditionscontained in this Invitation to Bid and any attachments hereto. Brunswick County reserves theright to reject, without prejudice or explanation, any or all bids. Brunswick County reserves theright to waive informalities or to amend the specifications of this Invitation to Bid and request newbids at any time prior to the award of a contract. All decisions of Brunswick County shall be finaland binding.14. AWARDBrunswick County reserves the right to award a contract, based on initial bids received fromcontractors, without discussion and without conducting further negotiations.
