Owner has agreed to develop and construct the DaguerrePoint Nature-like Fishway Project (Project) on Agency’s behalf and is issuing a Request forProposals (RFP) in search of qualified firms (Proposers) to provide pre-construction andconstruction services (Work) as a Construction Manager at Risk (CMAR) for the Project.The Project is one component of a collaborative watershed recovery effort called the Yuba RiverResiliency Initiative. This initiative is transformational and will provide critical support for targetfish species while meeting the goals and priorities of the California Department of Fisheries andWildlife (CDFW), National Marine Fisheries Service (NMFS) and the Yuba Water Agency. Thesepartners came together to identify priority recovery actions in the Yuba River, which includesconstructing a nature-like fishway (with a modernized irrigation diversion structure and fishscreen) at Daguerre Point around Daguerre Point Dam (an Army Corp of Engineers owned andoperated Facility).The Project has been designed to provide fish passage around the dam for all target specieswhile accommodating flood flows and downstream sediment transport. The project will providethe following benefits:1. Volitional passage around Daguerre Point Dam for federally threatened southern DistinctPopulation Segment (DPS) of North American green sturgeon, state and federallythreatened Central Valley spring-run Chinook salmon Evolutionarily Significant Unit(ESU), federally threatened California Central Valley steelhead DPS, as well as Pacificlamprey and the commercially and recreationally valuable Central Valley fall/late fall-runChinook salmon ESU.2. Full access to 12.6 miles of high-quality, increasingly rare, and uniquely cool in-riverhabitat for target fish species between Daguerre Point Dam and Englebright Dam.3. Improved water supply reliability for the local farming community, the primary economicengine in Yuba County which is an important agricultural region.4. Upgraded water supply intake/fish screen structures to meet NMFS and CDFW designcriteria.Project Costs are expected to exceed $60 million, inclusive of pre-construction and constructionservices to be provided by the selected CMAR entity.
