Greetings,
The Department of Design and Construction is seeking a Special Inspector to provide special inspection services for the CO306EXT2 - 170 East 121 Street Harlem Courthouse project.
Scope: Removal of all existing flat roofing and flashing components down to the original concrete or wood decks, along with the removal of all damaged clay tile roofing elements. Replacement of all broken or missing clay tile shingles with all associated copper flashings as required. Installation of a fluid-applied membrane roofing with all associated flashings as required. Removal of all aged coatings, graffiti, and atmospheric soiling from all historic brick and stone ashlar units to allow for the replacement of aged and failing masonry. Removal of all spalled and/or failed brick units and replacement with new brick units. Removal of all failed mortars and the re pointing with new mortar. Removal of all spalled and/or failed sandstone/granite units and replacement with new stone units.
This work includes dismantling, reconstructing, and pinning, if required, the sandstone entrance piers at the north facade. Historic stone consolidation treatment of all deteriorated sandstone elements, which are scheduled to remain in situ and noted for consolidation treatment. Restoration of all damaged interior plaster and wood finishes resulting from water penetration through the building's envelope. Structural stabilization of the property line retaining wall with new concrete and steel piers. Remove the deteriorating concrete pavement and replace it with a new concrete slab in the courtyard. Removal of the historical windows due to age, failures, and energy inefficiency, and replacement with new energy-efficient windows meeting the landmarks.
Justification: Special inspection is required to verify that the masonry restoration, roofing replacement, flashing installation, stone repairs, re-pointing, and structural stabilization work are performed in accordance with the approved construction documents and applicable codes. Due to the removal and replacement of deteriorated building envelope components and the reconstruction and pinning of sandstone entrance piers, special inspection is necessary to ensure proper installation, material compatibility, structural integrity, and long-term weather protection.
