INVITATION, INSTRUCTIONS & INFORMATION

Proposals for the Lake Ewauna Wetland Restoration Project will be received via email by Mark

Johnson ( For security reasons, you must enable JavaScript to view this E-mail address. ) at the Klamath Watershed Partnership (KWP),

until 5:00 pm PDT on August 12, 2026, at which time Proposals will be opened privately.

Proposals not received by the indicated time will not be opened.


The work consists of, but is not limited to, the following items:

Levee stabilization: Stabilize approximately 3,400 ft of eroding levee over 19 sites. Task includes

work area isolation; importing and placing approximately 3,600 cy of 3”-minus rock, 2,000 cy of

Class 100 riprap, 320 cy of topsoil, and installing 2,600 dormant willow stakes.  Approximately

15,000 square yards of geotextile fabric will be installed as a separation barrier between native

soils and placed rock. Levees will also be raised to specified elevations and surfaced with

approximately 500 cy of decomposed granite pathway for recreational access post-construction.


Wetland grading: Complete work area isolation and site dewatering; balanced cut-fill grading;

harvest, stockpile, placement, and machine compaction of upper 18” of topsoil over graded

surfaces at design depths of 0 to 3.5 ft (approximately 36 acres); and placement of 10 large wood

structures for habitat logs. Low ground pressure grading equipment necessary.


Design digital elevation models will be provided to the selected Contractor to facilitate project

implementation.


The in-water work period established for this project is November 1st to February 1st, a waiver

will be requested so that construction may begin on September 1st, or once all permits are in

hand. The preferred final completion of the project is on or before December 31, 2026, although

the project may continue into 2027. The project shall be completed by December 31, 2027.


All Proposals shall be submitted as described in these documents and on the Proposal Form

provided.  No Proposal for a construction contract shall be received or considered unless the

Proposer is registered with the Oregon Contractors Board as required by ORS Chapter 701. The

contractor, and all subcontractors, must have a public works bond filed with the Construction

Contractors Board (CCB) prior to starting work on the Project unless exempt.  KWP reserves the

right to accept the Proposals and award a contract to a responsible and qualified Proposer; to

postpone the acceptance of the Proposal and the award of the contract for a period not to exceed

thirty (30) days; or to reject any and all Proposals received and further advertise the project for

Proposals.
