SUMMARY

The Department of Parks & Recreation is seeking qualified bids on full infield renovations (4 ballfields) for

competitive Little League and Softball play. Ballfields will be brought up to standard for safety, playability,

and drainage. Additional Alternate sites noted (Infield elevation maintenance, 6 fields).

CONTRACTOR QUALIFICATIONS

Interested bidders shall be deemed experienced by providing at least ONE of the following:

1. American Sports Builder Field Builder Certification (CFB) held by prime Contractor.

2. References and Owner contact information for a minimum of THREE completed INFIELD

RENOVATIONS since 2020 with DuraEdge infield fill material. New builds do not constitute

infield renovation.

CONTRACTING

Work will be contracted through a City of Durham Purchase Contract.

CONSTRUCTION SCHEDULE

Once contract is fully executed by both parties, a Pre-Construction meeting will be held on site. The

Contractor must provide a minimum of 7-day advance notice per site and complete prioritized work:

• CM HERNDON PARK

• LONG MEADOW PARK

on or before JULY 5, 2026 and within 14 days of start

on or before AUGUST 14, 2026 and within 14 days of start

• ALT - VALLEY SPRINGS PARK on or before SEPTEMBER 18, 2026 and within 8 days of start

• ALT - SOUTHERN BOUNDARIES on or before SEPTEMBER 18, 2026 and within 6 day of start

• ALT - PINEY WOOD PARK

on or before SEPTEMBER 18, 2026 and within 4 day of start

BIDS > $300,000 REQUIRE A BOND.

No contract signature/notary due with the bid submittal.

Certificate of Insurance is NOT due with the bid submittal.

EQUAL BUSINESS OPPORTUNITY PROGRAM

It is the policy of the City to provide equal opportunities for City contracting to underutilized businesses

owned by minorities and women doing business in the City’s Contracting Marketplace. It is further the

policy of the City to prohibit discrimination against any firm in pursuit of these opportunities, to conduct

its contracting activities so as to prevent such discrimination, to correct the present effects of past

The City’s Finance Department has reviewed this proposed project and established Underutilized Business

Enterprise (UBE) participation goals:

OWNER’S RESPONSIBILITIES

The Contractor may rely upon the Owner to:

• Provide access to City property and park areas as necessary,

• Review material submittals in a timely fashion,

• Hold a Pre-Construction on site with Contractor to determine staging areas and access points,

• Provide signage for park users regarding the maintenance closure,

• Inspection of work, communicate punch list, and process payments.

PROJECT CONDITIONS

1. Field Verify: Contractor shall field verify all measurements at start of contract to verify Owner-

provided material estimates.

2. Site Preparation: Contractor to provide whatever means necessary to protect all existing features

scheduled to remain within the project area including existing structures, light poles, underground

conduit/wires, irrigation, walkways and drives, guard rails, gates, signage, grass, trees, and vegetation,

parking lots, and driveways. Damage will be repaired or replaced at the Contractor’s expense. It is

the Contractor’s responsibility to document existing conditions in the event of a damage claim by the

facility users or the Owner.

3. Pre-Construction Meeting: Contractor and Owner’s Representatives shall meet at each project site

and review Scope of Work, construction logistics, staging areas, and identify any foreseeable concerns

prior to mobilizing.

4. Material storage: Contractor to stage materials on site in agreed upon designated areas. Loose

materials must be stored on a protective surface to eliminate long lasting impact to site. Park

driveways and lots must remain open for general park use.

5. Utilities: Contractor to provide where necessary to accomplish complete Scope of Work.

6. Cleaning up: All debris shall be cleaned from work areas, parking lots, and driveways throughout

project duration. Materials to be staged neatly. At project completion, all equipment ruts to be

raked/graded smooth and treated with Bermuda seed and straw (outside of ballfield) and top dress
