Section 1401 et seq. as amended and the Housing Authority Law of Commonwealth ofPennsylvania codified at 35 P.C. 1542, et. seq. as amended. As such, the HACP is charged withproviding “affordable decent, safe and sanitary housing for low-income persons.”The HACP has approximately 300 employees and services over 10,000 residents. The Authority,its partners and subsidiaries operate approximately 4000 units of rental housing; and, through itsHousing Choice Voucher Program, funds housing assistance for the rental of more than 6000 otherunits of privately owned housing.Major operational departments include Asset and Site Management, Facility Services, Occupancy,Housing Choice Voucher, and Modernization & Development. Major administrative departmentsinclude Legal, Finance, Information Technology, and Human Resources. Our public andcommunity relations departments are Community Affairs and Resident Self-Sufficiency. Alldepartments work together to achieve the goals of the Authority that are set by the Board ofCommissioners. Day-to-day decision-making rests with the Executive Director, who reports to theBoard of Commissioners on a regular basis.The Housing Authority of the City of Pittsburgh seeks proposals from persons or organizationsqualified to provide workers compensation insurance.The Authority is contemplating the award of a professional service contract, or contracts, for aninitial term of three (3) years with two (2), one (1) year extension options, for a total of five(5) years, in the form of the Contract (Attachment A) through this solicitation process. Ifsubmitting alterations to the HACP contract for review and acceptance by HACP, please submitan electronic version in MS Word format with your proposal. All proposals must bereceived at the above address no later than 10:00 a.m. on December 12, 2025, regardless of theselected delivery mechanism.4Housing Authority of the City of PittsburghRFP #650-24-25Workers Compensation InsuranceSECTION IISCOPE OF SERVICESI.Overview. The selected offeror will be responsible for providing the workers compensation insurance.A. HACP has been on a guaranteed cost program since January 1, 2011. The year immediately precedingthe guaranteed cost program, HACP was on a large deductible program with a $250,000 per accident deductiblewith a $900,000 aggregate. For prior years dating back to 1992, HACP self-insured the workers’ compensationexposure. HACP generally desires to remain in a guaranteed cost program. Optional program types will beconsidered.II. General Underwriting Information (to assist with market request and preference)A. Total payroll expected for 2026 is approximately $39 million with about ½ in the housing authority code.B. Total Employee Count is approximately 300. There are 19 locations with the highest location atapproximately 96.C. Employees undergo mandatory drug and alcohol testing, prior to starting work with HACP. SafetySensitive employees are tested for drugs and alcohol after work related injuries.D. HACP experience modifications are as follows:1. 2020 - .7912. 2021 - .9173. 2022 - .9114. 2023 - .9095. 2024 - .823E. Employees at the authority conduct a variety of maintenance tasks including carpentry, plumbing, HVAC,masonry, plastering, painting, electrical work, and excavating. The Authority eliminated their police departmentin 2007, but operates an internal Public Safety department. The Agency has a four member Public SafetyDepartment which includes the Director and 3 administrative employees.F. HACP has video cameras installed in various areas, when applicable, will review video footage if a workinjury takes place within the vicinity of a camera.G. HACP engages the services of Synergy, Sharon, PA for safety consulting services. The consultantassigned to HACP has over 20 years of professional experience in occupational health & safety. TheRepresentative attends safety meetings, develops and promote safety training and educational materials, developsafe operating procedures, provide summary reports, and advice on various safety and health issues that ariseduring the contract period. In addition to conducting monthly safety audits and delivering annual safety awarenesstraining to all employees. Safety and loss control services specific to workers’ compensation are required from theinsurance broker and/or carrier.H. Over the past 5 years, undeveloped incurred losses average about $100,187.
