INTRODUCTION

Delaware County’s Department of Juvenile Detention and Rehabilitative Services is seeking an academic or research institution to conduct a program impact evaluation to support the development of a performance-based contracting framework for county-funded, non-residential youth prevention, diversion, and intervention services.

OBJECTIVE(S)

• Improve engagement, completion, and equity outcomes for youth
• Strengthen accountability and data-driven decision-making
• Align contracting practices with best practices in youth-serving systems
