ADVERTISEMENT FOR BIDSREQUEST FOR BIDS
Noll Road – North Segment
The City is currently soliciting bids for the Noll Road Improvements project – North Segment and Middle Safe Routes to School.
Sealed Bids will be received by the City of Poulsbo at City Hall, 200 NE Moe Street, Poulsbo, Washington 98370-7347, until 11:00 a.m., Wednesday, February 12, 2025, as stamped by the official bid clock located on the Engineering Department counter. Bids will therefore be opened and publicly read aloud. Bids received after the time fixed for Bid Opening will not be considered. Contract shall be awarded on or after March 5, 2025. Bidders shall familiarize themselves with RCW 39.04.350, effective February 12, 2025.
This project will provide roadway, illumination, sidewalk, and shared-use path improvements between Noll Road NE and NE Bjorn Street, sidewalk improvements at Poulsbo Elementary School, a roundabout at the intersection of NE Mesford Road and Noll Road NE, and roadway, sidewalk, and shared-use path improvements between NE Mesford Road and NE Lincoln Road. Stormwater conveyance improvements will be included. Utility relocation will occur as needed. New water and sewer mains will be installed in the vicinity of NE Lincoln Road.

West Poulsbo Stormwater Retrofit
The City solicited bids for the West Poulsbo Stormwater Retrofit project.
The project consists of work to be performed within 60 working days from Notice to Proceed and consists of furnishing all materials, equipment, tools, labor, and other work or items incidental theretofore and as generally described as follows:
Construction of the West Poulsbo Stormwater Retrofit which shall consist of, but not be limited to:
- Mobilization and cleanup at separate locations shown on plans.
- Clearing and grubbing.
- Temporary traffic control at locations shown on plans.
- Removal of structures and obstructions.
- Installation of 1 CDS Pretreatment Unit
- Installation of 2 bioretention cells.
- Installation of 1 Filterra Bioscape
- Installation of catch basins.
- Installation of conveyance storm piping.
- Installation of perforated underdrain pipes.
- Installation of minor curb, gutter, and stormwater system modifications.
- Surface restoration including both pavement, trail, and landscape areas.
- Bioretention and other plantings.
- Other miscellaneous work as shown on the plans to complete the project.
This project was awarded to VET Industrial for $753,243.29

Complete Streets Curb Ramp Upgrades Project
The City solicited bids for the Complete Streets Curb Ramp Upgrades project.
The project consists of work to be performed within 50 working days from Notice to Proceed and consists of furnishing all materials, equipment, tools, labor, and other work or items incidental theretofore and as generally described as follows:
This project includes construction of ADA ramps, sidewalk, curb and gutter, adjusting storm drainage grates, pavement rehabilitation/restoration, temporary traffic control, landscape restoration, and other required work.
This project was awarded to Asphalt Patch Systems for $465,010.00
