(PST)The City of Redmond, Washington (the “City”) requests interested parties to submit proposals for the abovereferenced Request for Proposals (RFP).BackgroundThe City of Redmond, WA is a suburb of Seattle and hub for residential and employment growth due to itsstrong technology business sector. The City encompasses an area of over 17 square miles and is locatedless than 20 miles east of downtown Seattle. The City has three urban growth centers in Downtown,Overlake, and Marymoor, which are expected to grow significantly in the next 25 years. Today, the City hasabout 77,000 residents and 99,000 jobs and by 2050, it is expected to have 152,000 residents and 131,000jobs. The City is interested in contracting with qualified firms to support a comprehensive diagnostic andimplementation project aimed at optimizing the user experience of its Parks and Recreation Departmentweb environment, improving the way residents find, navigate, and engage with Parks and Recreationservices.Scope of WorkThe complete Scope of Work for this project is included as Attachment A, Scope of Work: WebsiteOptimization, Front-End Experience, Discoverability, and Implementation Services.RFP 10894-26 - Website Optimization, Front-End Experience, Discoverability, and Implementation ServicesPage 1 of 9BudgetBased on the Scope of Work, the City has allocated a total budget for this project of $150,000.Subconsultants:If any service is supplied by a partner or 3rd party, identify the source service provider(s), as specified in theScope of Work (Attachment A).Deliverables:The complete Deliverables for this project are included as Attachment B, Deliverables: WebsiteOptimization, Front-End Experience, Discoverability, and Implementation Services.Term:The City intends to enter into an agreement from May 2026 - December 2027 with no option for renewal.Please provide a work schedule with your proposal to allow for adequate notification and staff schedulingduring the performance of this work. This service isfree of charge for bidders and does not require that a bidder have a DocuSign account to complete thesignature process. By submitting a proposal, respondentsacknowledge their satisfaction as to the size, scope and location of the work to be performed.Public Disclosure NoticeProposals that are submitted in response to this Invitation to Bid or Request for Proposal are subject topublic release under the Washington State Public Records Act, chapter 42.56 RCW (“PRA”). Respondentsare strongly encouraged to avoid including confidential and/or proprietary information in their proposals.If a respondent includes confidential and/or proprietary information in its proposal, and wishes for the Cityto withhold it from public release under RCW 42.56.070(1), the respondent’s submission should: (a) clearlyidentify which information should be withheld, (b) cite the legal authority that allows the City to withholdsuch information, and (c) explain in detail why the information is exempt from release under thePRA. Marking an entire proposal as confidential and/or proprietary will NOT be accepted or honored andmay result in disqualification of the proposal. If the City receives a PRA request for a proposal that containsinformation, which a respondent has identified in whole or in-part as exempt from release, the City willreview the proposal and then determine whether the information must be released under the PRA basedsolely on the information provided by the respondent.Response Requirements & FormatAll costs for developing a response to this RFP are the obligation of the respondent and are notchargeable to the City. The respondent must bear all costs associated with the preparation of thesubmittal and of any oral presentation requested by the City. All responses and accompanyingdocumentation will become property of the City and will not be returned. Proposals may be withdrawn atany time prior to the published close date, provided notification is received in writing to the below listedCity agent(s). Proposals cannot be withdrawn after the published close date.Proposals must include all information requested and meet all specifications and requirements outlinedin this RFP. The following submittals must be part of your proposal; if any are not included, your proposalmay be judged as non-responsive. A committee will evaluate the submitted proposals. During theevaluation process, the City reserves the right to request additional information or clarification from firmsresponding to this RFP.A complete response will include:1) Executive Summary & Overall Approach – Summarize your proposal and include your firm’squalifications and contact information. The summary should discuss your overall approach,understanding of identified work, and your strategy for completing the work.2) Experience & Capabilities – Describe your level of industry experience and capabilities/expertise inthe proposed services and tools. Identify the individual you propose to assign as principal and anyassociate(s); include resume and relevant work (sample sites) for each member.RFP 10894-26 - Website Optimization, Front-End Experience, Discoverability, and Implementation ServicesPage 3 of 93) Requirements - Complete the Security and Technical Requirements (Attachment C)4) Pricing Methodology – Provide price estimate including number of hours, hourly rate of all namedteam members and total cost, as identified in the Scope of Work (Attachment A). Any expenses thatare to be included as part of your proposal must be listed as separate line items and must includeboth the total anticipated expenses to be claimed and nature of the expenses (such as: officesupplies, lodging, meals, etc.).5) Project Schedule – Include a proposed timeline for completion of each deliverable, as identified inthe Scope of Work. It is anticipated that the term of the project is as needed for the stateddeliverables.6) References and Work Samples – Include a list of references (with contact name and telephonenumber) of at least three (3) projects completed within the last two years. The City reserves the rightto contact references without prior notification.7) Subconsultants – If any service is supplied by a partner or 3rd party, identify the source serviceprovider(s), as specified in the Scope of Work (Attachment A).8) Business Name – Proposals must be made in the official name of the firm or individual under whichbusiness is conducted (showing official business address) and must be signed by a person dulyauthorized to legally bind the person, partnership, company, or corporation submitting theproposal. A corporation must indicate place and date of incorporation.9) Business License – Provide a statement to the effect that you understand and agree to obtain a Cityof Redmond business license as a requirement for performing these services. A city business licenseapplication can be found at: http://www.redmond.gov/BusinessLicense. If your place of business isnot located within the City limits, but you or your agents will be physically coming into the City toconduct business, call on clients, or provide services, you will need a Redmond business license.10) Valid Time Period – Provide a statement indicating the number of calendar days the proposal shallbe valid (the City’s minimum number of days is 60).The City of Redmond is an active member of the King County Directors Association (KCDA) and severalother joint purchasing entities and would be eligible to seek access to any and all price considerations,terms and conditions outlined in master agreements formed by one of these agencies. If a proposal isbased on any of these pricing agreements/arrangements it shall be the responsibility of the bidder toidentify such. It is requested that the City be contacted prior to bid submission if beneficial pricing may beachieved by the City via access to an existing contract with one of these agencies.RFP 10894-26 - Website Optimization, Front-End Experience, Discoverability, and Implementation ServicesPage 4 of 9Selection and AwardAll interested parties are requested to provide a response containing all required elements herein to theCity by the deadline given. A selection committee will review and evaluate all proposals, with the intentionof selecting a Consultant who provides a proposal that, in the opinion of the City, provides the best value(receives the highest score, as determined by the evaluation criteria listed below). If the selectioncommittee so chooses, respondents may be invited for an interview to supplement their submission.Evaluation CriteriaProposed Fees/Cost. Unless noted otherwise, cost will be evaluated byusing the formula: (Lowest Bid/Bid Evaluated) x total points available forscoring.Qualifications – show a comprehensive organizational chart (or similarexplanation of team member roles and responsibilities), includingsummaries of key team members. Team member qualifications,particularly those of Lead Consultant, are important.Relevant Project Experience – demonstrate Consultant/team experiencewith relevant projects similar in scope and size.
